About this opportunity

The Housing Authority of the City of Camden (HACC) is requesting sealed bids for on-call electrical maintenance and repair services under IFB 26-06, with bids due May 8, 2026 at 10:30 a.m. The contract is federally funded through the U.S. Department of Housing and Urban Development and subject to HUD Section 3 requirements, prevailing wage compliance, and Davis Bacon wage rate provisions — key compliance filters for bidders.

The scope covers 24-hour, 365-day-per-year emergency response across seven HACC properties in Camden, with regular service calls requiring response within three business days or as mutually agreed, and emergency calls during non-business hours requiring response within two hours. Contractors must submit written estimates within three days of request, maintain an adequate crew, and perform all inspection, maintenance, and repair work. All labor and materials costs must be included in the bid.

Compensation is structured as Davis Bacon electrician wage rates (all-inclusive of overhead, profit, administrative costs, insurance, truck mileage, union pension, workers' compensation, unemployment insurance, and social security, with no additional labor surcharges permitted) plus actual materials cost with a maximum 10% markup. Man-hours are compensated only for productive jobsite time; transportation and material acquisition are considered overhead. Proposed pricing must hold through December 31, 2023.

The contract term is one year from award with renewal options for up to two additional one-year periods at the agency's sole discretion. Required insurance includes commercial general liability of $2 million, excess umbrella liability of $4 million, comprehensive automobile liability of $1 million, and workers' compensation as required by New Jersey law. Award will be made to the lowest responsible bidder, and HACC reserves the right to reject any or all bids and split awards among multiple vendors. Questions were due April 24, 2026 at 11:30 a.m. Award determination is expected within 60 days of bid opening.
