About this opportunity

The Massachusetts Operational Services Division is soliciting responses for supplies, equipment, and services required to operate high-volume print shops at multiple facilities, with a quote submission deadline of May 15, 2036 and a question deadline of December 15, 2035.

The Small Business Purchasing Program (SBPP) award preference applies to eligible small businesses meeting specified criteria: principal place of business in Massachusetts, at least one year in business, 50 or fewer full-time equivalent employees, and gross revenues of $15 million or less based on three-year average. All bidders must comply with the Supplier Diversity Program (SDP), committing a minimum of one percent of contract sales to partnerships with state-certified diverse business enterprises or non-profit organizations.

The procurement encompasses four categories: Category 1 (printing, binding, ink, and wide-format supplies with discounts from catalog prices); Category 2 (on-call time and materials service and parts support for approximately 40 pieces of printing and finishing equipment across CPMS-Boston, CPMS-Chelsea, DTA Schraffts Building in Charlestown, and MassCor); Category 3 (equipment sale, lease, or rental including digital presses, envelope printers, bindery equipment, and wide-format printers, restricted to new inventory); and Category 4 (bindery and finishing services including perfect binding, mailer folds, collation, laminating, poster printing, and raised seal business card printing). Bidders may apply for one or multiple categories.

The contract has an initial five-year term with one five-year renewal option, for a total maximum duration of ten years, with rolling enrollment beginning after bid release on June 8, 2026. No ceiling exists on the number of awarded bidders. Average annual spending for FY23–FY25 was $88,875 for supplies and $129,555 for services and bindery combined; the Commonwealth makes no guarantee of purchases. Bidders must have a minimum of five years' experience providing services in the graphic arts industry or to commercial print shops for each respective category and must be registered in COMMBUYS with current contact information throughout the contract period. Category 3 contracts incorporate Commonwealth Information Technology Terms and Conditions. All contracts are subject to Commonwealth standard terms and conditions.
