About this opportunity

Marion County, Florida is requesting bids on construction of operations and maintenance improvements at the Southwest Regional Water Reclamation Facility, including installation of three new positive displacement blowers with associated electrical work, site preparation, instrumentation, and stormwater infrastructure, plus decommissioning of three existing blowers under ITB 26B-103, with bids due July 9, 2026.

Marion County has pre-purchased the three blowers to reduce lead time. Physical construction will not commence until blower delivery, though the selected contractor may begin permit acquisition during the interim period. All permits, including Marion County Building Department and NPDES permits for dewatering and stormwater pollution prevention, are the contractor's responsibility.

The scope encompasses demolition and modifications to the existing aeration blower system and chlorine contact basin; installation of a reclaimed water control valve; and site work including erosion control, grading, sodding, and roadwork. Work is performed at 11800 SE US Highway 441, Belleview, Florida. Substantial completion is required within 120 days and final completion within 180 days from Notice to Proceed. The contractor must maintain continuous operation of the existing wastewater treatment system and coordinate all work to minimize operational interference, with work typically performed weekdays 7:00 a.m. to 7:00 p.m., though weekend and nighttime work may be required with approval.

The bid form uses lump-sum line-item pricing across twelve major work categories: mobilization and demobilization, insurance and permits, payment and performance bonds, survey layout and as-builts, sitework clearing and grading, general restoration, blower area demolition and modifications, blower installation and start-up, chlorine contact tank area demolition and modifications, and electrical and instrumentation modifications. Bid pricing constitutes full compensation for labor, materials, equipment, overhead, profit, and incidental costs. Payment is prorated throughout construction in direct proportion to percentage of work completion.

Bidders must provide at least three references demonstrating completed similar work at water reclamation facilities. Bid security of 5% of total base bid, performance and payment bonds, and insurance including $1 million Commercial General Liability and $500,000 Business Auto Liability are required. Bids must remain firm for 90 days. The county intends to award within 60 days of the bid deadline. All bids must be submitted electronically through Bonfire at https://marionfl.bonfirehub.com.
