About this opportunity
The City of Midland, Texas is soliciting sealed bids for the Jal Draw Excavation drainage project (D23-01) involving improvements to Jal Draw from Barton Creek to State Highway 158, with bids due September 17, 2026 at 2:00 p.m. A local-vendor preference of up to 5% applies under Texas Local Government Code 271.9051 to bidders with a principal place of business within City of Midland limits, provided the local bidder's proposal is within 5% of the lowest non-resident bid and the City Council determines the local bidder offers the best combination of price and economic development value.
The scope encompasses unclassified channel excavation (79,290 cubic yards), channel excavation with church-grade restoration embankment (4,710 cubic yards), articulated concrete block mattress installation (2,300 square feet), concrete rip-rap removal and placement (120 and 224 square yards respectively), mobilization, erosion and sediment control, traffic control, job-site safety, seeding and stabilization, and spray watering over a six-month duration. An additive alternate bid includes a shared-use trail (4,368 linear feet) with asphalt pavement, flexible base, and bituminous prime coat. Work must be substantially complete within 180 calendar days of notice to proceed. Bidders must account for rock removal costs and prior construction on adjacent Wadley Avenue has encountered considerable rock. ArmorFlex 55S is the specified material for articulated concrete block mattress work.
Bidders must submit a bid guarantee equal to 5% of the total bid amount as cash, certified check, or corporate bond. Performance and Payment Bonds equal to 100% of contract price are required. Commercial General Liability insurance of at least $1 million per person and $1 million per occurrence, business automobile liability of $250,000 combined single limit, and statutory workers' compensation are mandatory. The contractor bears responsibility for construction staking, traffic control plan approval (two business days advance notice required), erosion control and TCEQ compliance documentation, property access maintenance, and waste disposal. The contractor must use Procore software for project management, obtain engineer approval for construction schedules, and comply with the Texas Manual on Uniform Traffic Control Devices. A one-year warranty applies to all work and materials. Payment is made monthly based on work completed with 5% retainage until project acceptance.
A non-mandatory pre-bid meeting was held August 19, 2026. Questions are due September 4, 2026 at noon, with Addendum #03 issued September 11, 2026. Bids may be submitted by mail to City Secretary, in person to City Hall first-floor front desk (300 N. Loraine Street), or digitally through the City's online procurement portal (Bonfire); only one submission method is permitted per bidder. All bids must include completed addendum acknowledgment forms, conflict-of-interest questionnaires (Form CIQ, Texas Local Government Code Chapter 176), and local-preference affidavits if seeking preference consideration. Bids are valid for 30 days after opening and may not be withdrawn within 60 days of opening. Award will be based on lowest responsible bidder; the base bid determines lowest bidder, with the additive alternate considered separately if the City elects to fund it.
