About this file

This is Addendum #03 to a construction bid issued by the City of Midland, Texas Engineering Department for the Jal Draw Excavation project (D23-01), a drainage improvement project extending from Barton Creek to State Highway 158. The addendum addresses clarifications and revisions resulting from pre-bid meeting questions and modifies bid items and pay notes accordingly. Key project components include excavation of 79,290 cubic yards of unclassified channel material, 4,710 cubic yards of channel excavation with church grade restoration embankment, placement of articulated concrete block mattress (2,300 square feet), and concrete rip-rap installation (224 square feet). The project includes six months of mobilization, erosion and sediment control, traffic control, job site safety, seeding and stabilization, and spray watering. An additive alternate bid for a shared use trail spanning 4,368 linear feet includes asphalt pavement surface course (4,840 square yards), flexible base installation (4,840 square yards), and bituminous prime coat application (968 gallons). All addendum acknowledgment forms must be submitted with bids for consideration as complete.

Critical clarifications in this addendum address the mixed-use path length (4,368 linear feet as shown in plan and profile sheets), confirmation that grading limits shown in plan views govern over typical sections, required cable connections in articulated concrete block mattress, and removal of separate bid items for rock filter dams with all associated costs incorporated into the Erosion/Sediment Control bid item. The document specifies that bidders must bid the project as designed with no substitutions permitted for concrete block mattress alternatives. No CAD files will be provided prior to project start. Payment for all bid items is structured by unit price or lump sum as specified in individual pay notes, with measurement and payment tied to material quantities placed, square yards measured, cubic yards removed, or monthly service periods. The bid award will be based solely on the Base Bid total, with additive alternate items considered separately if the City chooses to fund them.

Q/A and Clarification

During the Pre-Bid Meeting, the following questions were raised by one or more bidders. Below is a list of the questions along with the answers and clarifications.

Clarification: All information provided in Addendum 01 and 02 for this project remains in effect unless specifically addressed in this Addendum 03.

Clarification: All addendum acknowledgment forms must be included with the bid for the bid to be considered complete. Bidders have sole responsibility for making sure they have and acknowledge all addendums provided for this project bid.

Question: The alignment and plan view show a mixed-use path 4368 LF long. Typical section calls out 3686 LF Long. Please verify length of mixed-use path.

Answer: The mixed-use path is 4,368 LF long. The Plan and Profile sheets indicate a total length of 4,368 LF. The 3,686 LF shown in the Alignment refers to the Jal Draw centerline and does not represent the length of the mixed-use path.

Question: Typical Sections shows finish slope limits as ROW/ESMT to ROW/ESMT for channel excavation, plan view shows grading limits that do not extend to the

ROW/ESMNT. Which are we to use?

Answer: The grading limits shown in the Plan View shall govern. The Typical Sections are intended to illustrate the typical channel section and do not supersede the grading limits shown in the Plan View.

Question: For the Armaflex articulated concrete block mattress is the cable running through the blocks connecting them wanted?

Answer: Yes. The cable running through the articulated concrete block mattress and connecting the individual blocks is required.

Question: Are the rock filter dams to be replaced? Demo item #3 calls for them to be removed but the erosion control sheets shown them present and there’s a detail for them as well. If they are to be replaced can a line item be added for them?

Answer: Demolition Bid Items 2 and 3 for Removal of Stabilized Construction Exists and

Removal of Rock Filter Dam have been removed from the Bid Items as described in the Clarification above. The placement, maintenance, and removal of all temporary erosion control measures and infrastructure are considered part of the scope covered by Miscellaneous Bid Item 2, Erosion/Sediment Control, and all costs associated with this, including for the removal of stabilized construction exists or rock filter dams, are to be included as part of this bid item's unit price bid and will not be paid for as a separate bid item.

Question: In lieu of the concrete block mattress, would 4” concrete rip-rap or 6” of 2-sack with

3-4” crushed rock be and acceptable replacement?

Answer: Bidders are directed to bid the project as designed.

Question: Will a CAD file be provided within a timely manner before the project start date?

Answer: No CAD files will be provided for this project.

Question: The Excel Bid Item Table has a Line item for the Basket Total (Total Additive

Alternate) and a Line item for the Grand Total (Total Base Bid + the Additive

Alternate Bid Items).

The PDF Bid Item Table has a Line for the “Total Additive Alternate Bid Items 1-

3”, another Line for the “Additive Alternate Bid Items” and another Line for the

“Total Additive Alternate Bid Price”. All three of these are the same number.

Was it your intent, on the PDF Bid Table, to have the last Line Item be for Total

Base Bid + Additive Alternate Bid Items or Grand Total, as it is on the Excel Bid

Table?

Answer: No, The PDF version of the Bid Items is correct, including the totals. The intent of the Bid Items format is to group the bid items for the Base Bid and Additive

Alternate Bid into categories that include a total for all the individual bid items in each category, then provide a summary of all the categories and their individual totals at the end of the category list, and then lastly to provide the final combined total of all the individual category totals in either the Base Bid or the Additive

Alternate Bid at the end of their respective sections of the Bid Items. In this particular case, it just so happened that there was only one category for the Additive

Alternate Bid portion, but that is not always the case and this format is applied consistently for all City projects, so while it may look a little odd this time, the information breakdown is still correct. The reason the Base Bid and the Additive

Alternative Bid are not shown in a combined total in the PDF format is because the project is only awarded based on the Base Bid total, not the combined total of both the Base Bid and the Additive Alternate Bid. If the City decides to award both of these then both totals will of course be combined in the final award amount, but because the City may choose to only award the Base Bid, and to avoid confusion during the bid process, they are kept separate to avoid anyone mistakenly trying to determine the bid results based on the combined total of the Base Bid and Additive

Alternate Bid instead of only the Base Bid total.

The City will attempt to revise the Excel version of the Bid Items included in Bonfire to correctly show the Base Bid total and Additive Alternate Bid total, however if this is not possible Bidders are hereby notified that this project bid will be awarded based on the Base Bid total as seen in the PDF version of the Bid Items, not the combined

Base Bid and Additive Alternate Bid total, even if the Excel table in Bonfire only includes the combined Base Bid and Additive Alternate Bid total.

Question: What spec to refer to for bid item #1-6 spray watering?

Answer: There are no City specifications for the Spray Watering bid item. Bidders are directed to Erosion Control Note I.x found on Sheet GN-03 (page 3) of the construction drawing set in addition to Pay Note M6 in the Project Manual for additional information regarding this bid item and what it requires.
