This is Addendum #01 to a construction bid issued by the City of Midland, Texas Engineering Department for Project D23-01, the Jal Draw Excavation project. The project involves excavation, embankment, and earthwork grading of a channel located generally from Barton Creek to State Highway 158, with an additive alternate for the placement and installation of asphalt to create a shared use trail. A non-mandatory pre-bid meeting was held on August 19, 2026. The addendum revises the original bid timeline due to additional work being added to the project scope. The new deadline for submitting bidder questions is Friday, September 4, 2026, at noon, with a final addendum to be distributed on Friday, September 11, 2026. The revised bid opening date is Thursday, September 17, 2026, at 2:00 PM in the City Hall Council Chamber on the first floor of Midland City Hall. Bids may be submitted by mail to the City Secretary's Office or delivered in person to the first-floor front desk of City Hall prior to the bid opening. All addendum acknowledgement forms must be included with bid submissions for bids to be considered complete and responsive.

Bidders are instructed to bid the item quantities listed in the proposal, with contract award based on the Base Bid Total Price. Payment will be made monthly based on the portion of work completed, with invoices due on or before the first day of each month covering work completed through the twenty-fifth of the preceding month. A five percent retainage will be held until project completion, acceptance, and final payment. The contractor is solely responsible for construction staking, construction testing, erosion control compliance with TCEQ documentation requirements, traffic control coordination, and maintaining service to adjacent properties. The contractor must comply with all OSHA and applicable safety requirements, provide proper trench protection systems, maintain work schedules typically between 8:00 AM and 5:00 PM Monday through Friday, and notify the City Inspector of all work occurring. A one-year warranty period applies to all infrastructure installed. The date of notice to proceed and the pre-construction meeting date will be determined following contract award.
