About this file
This is Addendum #02 to a construction bid for the City of Midland, Texas, pertaining to Project Number D23-01, the Jal Draw Excavation project, a drainage improvement initiative extending from Barton Creek to SH 158. The addendum, issued August 31, 2026, provides critical clarifications, revised bid items, and updated pay notes resulting from a pre-bid meeting. Key project components include unclassified channel excavation (79,290 cubic yards), unclassified channel excavation and church grade restoration embankment (4,710 cubic yards), articulated concrete block mattress installation (2,300 square feet), removal of concrete rip-rap (120 square yards), placement of 6-inch concrete rip-rap (224 square yards), mobilization, erosion and sediment control, traffic control, job site safety, seeding and stabilization, and spray watering. The project also includes an additive alternate bid for a shared use trail with bituminous pavement, flexible base, and prime coat items. Bidders must acknowledge all addenda, complete all bid items, provide required insurance and conflict-of-interest forms, and return the addendum acknowledgment form with their bid submission. Bids may be submitted physically by mail or in person, or digitally through the City's online procurement portal (Bonfire), with only one submission method permitted per bidder.
The contractor assumes responsibility for construction staking, traffic control, notification of adjacent properties regarding service interruptions at least two business days in advance, maintenance of property access except during active construction, pre-construction and post-construction topographic surveys, and removal and disposal of all excavated material not used in project completion. The City has provided a five-foot undisturbed buffer zone requirement around existing manholes and utility poles rather than performing manhole adjustments. Previous construction on adjacent Wadley Avenue encountered considerable rock during excavation, and bidders must account for rock removal costs within their bid estimates. No geotechnical report or engineer's estimate has been provided; ArmorFlex 55S (formerly Class S-5) is the specified material for articulated concrete block mattress work. The contractor is responsible for all costs associated with subsidiary work including saw-cutting, topsoil handling, and boulder/rock removal. Payment is based on quantities listed in the Bid Items section and measured in cubic yards, square yards, linear feet, gallons, or lump sum as applicable. A one-year warranty period applies to the project. The City recommends using the USPS mailing address for bid submissions due to previous issues with the physical City Hall address.

Q/A and Clarification
During the Pre-Bid Meeting, the following questions were raised by one or more bidders. Below is a list of the questions along with the answers and clarifications.
Clarification: All information provided in Addendum 01 for this project remains in effect unless specifically addressed in this Addendum 02.
Clarification: All addendum acknowledgement forms must be included with the bid for the bid to be considered complete. Bidders have sole responsibility for making sure they have and acknowledge all addendums provided for this project bid.
Clarification: Contractor must be willing to sign contract as is.
Clarification: Check that all insurance forms are in order when submitting bids.
Clarification: Check that all conflict of interest forms are completed if applicable.
Clarification: Contractor must fill out all bid items in the Bid Items section for the bid to be considered complete.
Clarification: Contractor is responsible for all construction staking.
Clarification: Contractor is responsible for all traffic control during this project.
Clarification: Contractor is responsible for notifying all adjacent properties of any planned service interruptions no less than two (2) business days in advance of any such interruptions.
Service interruptions are to be kept as short as is reasonably possible. This requirement does not apply in emergency situations.
Clarification: Contractor is responsible for maintaining access to all adjacent properties at all times, barring those times when actual construction activity necessary to complete the work is taking place in front of driveway approaches or similar points of access.
When such work is not occurring then access must be restored by means of traffic rated steel plates or other equivalent means until such time as the work is completed.
Clarification: Saw-cutting is considered subsidiary to the bid items listed in the Proposal.
Clarification: All invoice submittals are to be itemized and are to match the bid items listed in the
Bid Items section of the Project Manual.
Clarification: There is a one (1) calendar year warranty period on this project.
Clarification: It is recommended that Bidders use the USPS mailing address rather than the physical City Hall address for bid submittals that are mailed in as the physical address has experienced issues on occasion in the past. The USPS mailing address is unchanged from what is listed in the original bid packet and the pre-bid teleconference meeting agenda.
Clarification: The Bid Items Section of the Project Manual has been revised. Bidders are directed to remove the original version of the Bid Items section in its entirety and replace it with the revised version of the Bid Items attached to this Addendum 02.
Revisions to the bid items include:
Paving Bid Items:
Unclassified Channel Excavation bid item quantity revised from 84,000 CY to
79,290 CY.
Unclassified Channel Excavation & Church Grade Restoration Embankment was added as a new Bid Item 3 to address existing channel material within the project site that is to be excavated and used as embankment material for the Stonegate
Fellowship properties Church Grade Restoration work as indicated in the drawings attached to this Addendum 02.
Articulated Concrete Block Mattress and Geotextile Fabric bid item was renumbered to be Paving Bid Item 4.
Manhole Ring & Cover Adjustment bid item was removed.
6" Concrete Rip-Rap was added as a new Bid Item 5.
Clarification: The Pay Notes Section of the Project Manual has been revised. Bidders are directed to remove the original version of the Pay Notes section in its entirety and replace it with the revised version of the Pay Notes attached to this Addendum 02.
Revisions to the pay notes include:
A new Pay Note P3 was added corresponding to Paving Bid Item 3; Unclassified
Channel Excavation & Church Grade Restoration Embankment.
The Pay Note designated P3 in the original Project Manual is now designated P4.
The Pay Note designated P4 in the original Project Manual is now removed.
A new Pay Note P5 was added corresponding to Paving Bid Item 5; Concrete Rip-
Rap.
Clarification: Manhole adjustments have been removed from the project scope. Instead, the
Contractor is directed to leave a five-foot (5.0') undisturbed area measured outward from the outer cover edge of any existing manhole within the project site.
Clarification: For all locations where existing utility poles / power poles are located in the project site, the Contractor is directed to leave a five-foot (5.0') undisturbed area measured outward from the outer edge of any utility pole / power pole within the project site.
Clarification: Additional work for excavation, embankment, and grading along the north side of the Stonegate Fellowship property is being added to the scope of this project by this
Addendum 02. The work will involve taking a portion of the material excavated from Jal Draw as part of the original project scope, and using that material as embankment on the south side of the Jal Draw channel side-slope at the Stonegate property to address erroneous over-excavation activity occurred prior to this project.
This additional project scope is addressed in the attached D23-01 Jal Draw
Reconstruction (Church Grade Restoration) drawings sealed on August 31, 2026 that are attached to this Addendum 02, as well as the new Paving Bid Item added to the
Bid Items section of the Project Manual titled Unclassified Channel Excavation &
Church Grade Restoration Embankment and its new, corresponding Pay Note.
As a result of this scope change, the original Unclassified Channel Excavation bid item quantity of 84,000 CY has been reduced by 4,710 CY to a new quantity of
79,290 CY. That 4,710 CY reduction is offset by the same quantity being included in the new Unclassified Channel Excavation & Church Grade Restoration
Embankment paving bid item. Basically the total excavation for the project is not changing, but some of the excavated material now needs to be used for additional embankment at the church property.
Question: Plans state Armor flex Class S-5. Could we please get clarification? Maybe Class
55?
Answer: The ArmorFlex Class S-5 listed in the design is an older designation no longer in use. Instead, the correct designation used today is ArmorFlex 55S, and this is what should be used for both bidding and constructing this project.
Question: The plan sheet 8 calls out 221,329 CY of excavation and the bid tabs show 84,000
CY. Please confirm excavation quantity.
Answer: The excavation quantity has been revised based on the existing conditions. The excavation quantity has been reduced from 221,329 CY as described in the previous
Clarification for this Addendum 02.
Question: Can the owner provide a Geotechnical report associated with this section of Jal
Draw?
Answer: There is no Geotechnical Report for this Project. Previous construction activity on the section of Wadley Avenue adjacent to Jal Draw encountered a considerable amount of rock during excavation activities, and potential Bidders are directed to account for this in their bids.
Question: Are the Existing contour Lines on the Plan & Profile sheets and in the Cross Sections based on Survey Data from 8/22/2022, as stated in General Note O. on sheet GN-03?
If so, how was the 84,000 CY Excavation quantity determined, considering a large amount of dirt has been excavated out of the channel since 2022?
Answer: The existing condition contours shown in the original plans represent the original site condition before additional excavation occurred. Based on recent survey data taken in 2026, the excavation quantity has been reduced from 221,329 CY as described in the previous Clarification for this Addendum 02. This revision does not affect the proposed final grades and contours shown in the design drawings.
Question: The Existing & Proposed contour lines on the Plan & Profile sheets 11-16 have no
Elevations on them. The contour lines are useless without elevations. Can the
Engineer label the Existing & Proposed contour lines with the appropriate Current
Elevations?
Answer: Proposed contours are labeled in the original construction drawings. Existing contours are not labeled in the original construction drawings, but these existing contours are also no longer accurate due to excavation that has occurred in the channel after it was originally surveyed. The Contractor will instead be required to provide both a Pre-Construction and a Post- Construction survey of the project site to verify the amount of excavation that takes place as described in the previous
Question: Does the 84,000 CY excavation quantity include the 6” of existing topsoil required to be stripped and replaced prior to seeding?
Answer: The excavation and embankment quantities listed in the Bid Items represent the volume of excavation and embankment needed to get from the existing surface to the finished surface for the project site. Preserving and re-setting topsoil per bid document directions, as well as any over-excavation needed to achieve this, are considered subsidiary to the excavation and embankment bid items listed in the Bid
Items section of the Project Manual.
Question: Does the 84,000 CY excavation quantity include Over-excavating 6” below finish grade to allow for the 6”of topsoil required to be replaced prior to seeding?
Answer: The excavation and embankment quantities listed in the Bid Items represent the volume of excavation and embankment needed to get from the existing surface to the finished surface for the project site. Preserving and re-setting topsoil per bid document directions, as well as any over-excavation needed to achieve this, are considered subsidiary to the excavation and embankment bid items listed in the Bid
Items section of the Project Manual.
Question: Is there a City owned location near the project that the contractor can use to temporarily stockpile the stripped topsoil, until it is replaced on the project?
Answer: Directly east of and adjacent to Crowley Boulevard and immediately north of C.J.
Kelly Park there is a section of Jal Draw that was never excavated that may be used.
The Contractor is not allowed to store material or equipment in the lower, excavated portion of the channel, only the upper, unexcavated portion. The Contractor is responsible for stabilizing this area after construction, and Crowley Boulevard cannot be blocked or shut down, so any construction activity crossing the road must yield to the public, and all traffic control plan submittals must reflect this. If the
Contractor does not believe this will work for their operations, then they will need to secure other options on their own at no additional cost to the City.
Question: Plan Detail No. 1 on sheet DT-03 shows 6” of Concrete Riprap between the pipe outlet and the Articulated Concrete Block Mattress, but there is no Riprap Bid Item.
How will the proposed Concrete Riprap be paid for?
Answer: Paving Bid Item 5 has been added to the Bid Items section of the Project Manual, and a corresponding Pay Note has been added to the Pay Notes section of the Project
Manual to address this, as seen in the attachments to this Addendum 02.
Questions: Are the existing sewer manholes, that get lowered, concrete or fiberglass?
Answer: Manhole adjustments are removed from the project scope by this Addendum 02.
The Contractor is to leave a five-foot (5.0') ring of undisturbed ground around each manhole in the project area measured from the outside edge of the existing manhole ring.
Questions: Plan sheets DR-04 & DR-50 show existing 12” water lines within the proposed excavation area. Were these lines relocated with the Wadley Ave construction along with the Fire Hydrant? If not, who is responsible for relocating them?
Answer: All existing water mains that were previously in conflict with this project were lowered or relocated by previous projects and are no longer in conflict with this project design.
Question: Shoretec makes a Articulated Concrete Block product (SD600CC) that they say is equal to the ARMORFLEX Class S-5 concrete mattress. Would the Shoretec
SD600CC be considered an Approved Equal for this project? See attached spec sheet and detail sheets.
Answer: For the purposes of this bid, Bidders are directed to assume they will have to use
ArmorFlex Class 55S or an approved equal material for this project. Alternate materials a Contractor may wish to offer for consideration will be evaluated by the
City after the bid is awarded, but the City cannot guarantee that an alternate material will be approved for the purpose of this bid.
Question: Can you provide a Geotechnical report for this project?
Answer: There is no Geotechnical report for this Project. Previous construction activity on the section of Wadley Avenue adjacent to Jal Draw encountered a considerable amount of rock during excavation activities, and potential Bidders are directed to account for this in their bids.
Question: Is there an engineer’s estimate for this project?
Answer: An engineering estimate is not being provided for this project.
Question: There are discrepancies between the bid items on the Bid Form and the bid items in the plans. Can you please clarify the discrepancies? Please see below:
Excavation- Bid Form 84,000 Cy vs Plans 221,329 Cy. If the plan quantity is correct then will contract time be adjusted for the increased quantity in excavation?
Answer: The excavation quantity has been revised based on the existing conditions. The excavation quantity has been reduced from 221,329 CY as described in the previous
Question: 2” Hotmix – Bid Form is by the SY and the Plans is by the Ton
Answer: 2" Type D HMAC Asphalt Pavement Surface Course will be measured by the square yard as per Paving Bid Item 1. Bidders are directed to bid the quantities listed in the
Bid Items section of the Project Manual.
Question: Concrete Riprap -224 SY there is not a bid item on the bid form for this work
Answer: Paving Bid Item 5 has been added to the Bid Items section of the Project Manual, and a corresponding Pay Note has been added to the Pay Notes section of the Project
Manual to address this, as seen in the attachments to this Addendum 02.
Question: The pay notes reference compliance with the City of Midland Standards and
Specifications, but the following items are not found in the provided City of Midland
Standard Specification: Erosion Control, Topsoil, Seeding, Watering, Articulated
Concrete Block. Please provide guidance on what standard specifications should be used for any items not found in the City of Midland Standard Specifications.
Answer: For project elements that do not have specific City of Midland specifications, Contractors are still required to comply with all applicable State and Federal requirements and standards in addition to all requirements stated in the project's construction drawings. Sheet GN-03 (Page 3), General Note B of the construction drawing set specifically addresses this along with other notes throughout the plan set.
Question: The City of Midland Standard Specification for Excavation/Embankment
Construction Methods reference prepared in accordance with “Provisions of Section
2A” what section is this referring to?
Answer: For the purpose of this bid, Bidders are directed to disregard the references to
"Provisions of Section 2A" in the specifications provided.
Question: There are utility poles in the channel, will these utility poles be relocated prior to the start of construction? If not, what is to be done with the utility poles?
Answer: The Contractor is to leave a five-foot (5.0') ring of undisturbed ground around each power pole in the project area measured from the outside edge of the existing power pole.
Question: The pre-bid notes state the bid should be physically submitted to The City of
Midland however the bid documents state bids can be submitted via the online portal
Bonfire. Please confirm online submittals are acceptable?
Answer: In addition to submitting bids by mail or in person as indicated by the Pre-Bid
Meeting Agenda and the Bid Notice section of the Project Manual, Bidders may also submit bids digitally through the City's online procurement portal as described in the
Bid Notice section of the Project manual. Bidders are reminded that they are only to submit their bids using one of these methods, and that if both a digital and physical submittal are received by the City, then the physical bid submittal will be immediately rejected and only the digital bid submittal will be considered.
Question: If online submittal are allowed will a link be provided for the live opening?
Answer: Bid openings are open to the public regardless of how bids are submitted. At present bidders should assume that the bid open will not be live-streamed, however if this changes then a correction will be included in a subsequent addendum before the date of the bid opening.
Question: Will there be areas onsite to dispose of any of the excavated dirt?
Answer: No. The Contractor will have sole responsibility for removal and disposal of all excavated material not otherwise used for the completion of the project as per the bid documents. This is considered subsidiary to the bid items listed in the bid documents and will not be paid as a separate bid item.
Question: Would you please post the Prebid Sign in Sheet?
Answer: The Sign-In sheet for the Pre-Bid Meeting can be found attached to Addendum 01.
Question: It was mentioned in the pre-bid that the bid date will be extended, what date will the bid be extended to?
Answer: The revised bid schedule and dates remain as indicated in Addendum 01.
Question: Will the Boulders in channel be removed by contractors?
Answer: Boulders in the channel are to be removed as part of the channel excavation indicated by the design drawings. This is considered subsidiary to the overall project scope and the bid items listed in the Bid Items section of the Project Manual, and will not be paid for as a separate bid item.
.Question: Buried rocks in channel?
Answer: Buried rocks in the channel are to be removed as part of the channel excavation indicated by the design drawings. This is considered subsidiary to the overall project scope and the bid items listed in the Bid Items section of the Project Manual, and will not be paid for as a separate bid item.
Question: Payments are based on cubic yards?
Answer: All the payments are based on the bid item quantities listed in the Bid Items section of the Project Manual.
Question: Adjusting Manhole with protective box around ?
Answer: Manhole adjustments are removed from the project scope by this Addendum 02.
The Contractor is to leave a five-foot (5.0') ring of undisturbed ground around each manhole in the project area measured from the outside edge of the existing manhole ring.
Question: Can we just fly before?
Answer: Yes. The Contractor will be required to provide both a Pre-Construction and a Post-
Construction topographic survey of the project site to verify the amount of excavation that takes place as described in the previous clarification, and this may be accomplished by both traditional topographic survey methods, certified drone topographic survey methods, or other equivalent survey methods as approved by the
City of Midland.
