About this opportunity

The City of Midland, Texas, on behalf of Mason County, is soliciting competitive bids for the FY 2026 Micro-Surface and Slurry Seal Project (Solicitation No. 26003270), a pavement maintenance and rehabilitation initiative requiring comprehensive labor, materials, supervision, and traffic control services. The project encompasses micro-surfacing treatment on approximately 269,151 square yards across eight designated street segments totaling 46,848 linear feet, including work on Lancashire, Florida, Andrews, Garfield, and other municipal streets within the city limits. Contractors must apply polymer-modified cationic emulsified asphalt and high-quality aggregates in accordance with strict technical specifications, submit signed mix designs with laboratory test results prior to construction, and complete all work no later than August 31, 2026. Additional deliverables include asphalt milling at concrete intersections (approximately 1,000 square yards), thermoplastic grinding (approximately 12,755 square feet), traffic control plan submission to the City's Traffic Operations Division at least 48 hours before work begins, and resident notification at least three days prior to construction commencement. Contractors must maintain a one-year minimum warranty covering delamination, peeling, and premature surface wear, provide two slurry seal machines with minimum eight-cubic-yard capacities each, and comply with prevailing wage rates as detailed in Exhibit D. Bids must be submitted through Bonfire by April 9, 2026, at 2:00 PM, with all addenda acknowledged; work must commence no later than ten days after contract execution and must be completed within 365 calendar days of the release date. The City will award the contract to either the lowest responsible bidder or the bidder providing the best value pursuant to Texas Local Government Code Section 252.043 criteria, with the City reserving the right to award by individual line item, total bid, or reject any or all proposals.

Bidders are required to submit a bid guaranty equal to five percent of the largest possible lump sum bid in the form of certified check, cashier's check, bank money order, irrevocable letter of credit, or bidder's bond; for contracts exceeding $50,000, the successful bidder must furnish a Performance & Payment Bond equal to one hundred percent of the total contract price, executed by a Corporate Surety authorized in Texas and acceptable to the City, with bonds to be provided within fifteen days of award notification. All bidders must complete and submit the Conflict of Interest Questionnaire (CIQ) form with their bids per Addendum 1 issued March 25, 2026, certify non-collusion, maintain comprehensive insurance including Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($250,000 combined single limit), and Workers' Compensation at statutory limits (with City named as additional insured), and comply with Texas Local Government Code Chapter 176 ethics and conflict of interest disclosure requirements. Local business preference provisions apply to proposals between $50,000 and $100,000 for services, allowing the City Council to award to a local bidder within five percent of the lowest non-resident bid if local employment and economic development benefits are demonstrated. No specific contract award value is disclosed in the solicitation documents; however, based on the bid schedule line items (mobilization, micro-surfacing at unit prices, asphalt milling, and thermoplastic grinding), the total contract value will be determined by actual quantities performed multiplied by submitted unit prices. Prospective bidders may contact the City of Midland's Office of the Purchasing Manager at (432) 685-7234 or purchasing@midlandtexas.gov for additional information, and all questions and specification clarifications must be submitted in writing to allow responses to be distributed to all vendors on the bid list.
