About this opportunity
The California Air Resources Board (CARB) is issuing a Request for Proposal (RFP 25AQP001) to procure comprehensive emissions inventory development services for residential wood combustion activities across California. The contractor will be responsible for collecting representative activity data on wood-burning device prevalence, frequency of use, device types, and fuel consumption from selected regions; developing a methodology to extrapolate regional activity data to statewide levels using statistical or modeling techniques; estimating emissions of PM2.5 and other criteria pollutants using the updated activity data; and validating the developed emissions inventory. Key deliverables include a draft data collection plan due three months from contract start, an activity data summary report due twelve months from start, extrapolated activity data and validation summary due two months prior to contract end, and a final comprehensive report with presentation materials due one week prior to contract expiration. The contract has an eighteen-month term beginning June 1, 2026, with an optional six-month renewal period for fifty thousand dollars. Proposals must be submitted via email in PDF format not exceeding 50 megabytes by March 4, 2026, at 2:00 p.m. (PST), with notice of proposed award posting on March 20, 2026. Evaluation will be conducted on a 100-point technical scoring system addressing management plan (5 points), methodology (30 points), geographic coverage (5 points), work plan and schedule (10 points), personnel and experience (15 points), clarity and organization (5 points), and cost (30 points), with a minimum score of 70 points required for award eligibility. Proposers must demonstrate at least two years of experience each in statistical analysis techniques, geospatial analysis or GIS, computational statistics including machine learning, and coordinating with organized groups for quantitative data collection.
The RFP includes a mandatory subcontracting requirement of at least ten percent (10%) with a California Certified Small Business to meet minimum qualifications. Optional socio-economic preferences are available, including Disabled Veteran Business Enterprise (DVBE) incentives ranging from 1% to 5%, Small Business (SB) or Microbusiness (MB) five percent (5%) preferences, and Target Area Contract Preference Act (TACPA) preferences. The total budget for the contract is One Hundred Forty-Ninety Thousand Nine Hundred Ninety-Nine Dollars and Ninety-Nine Cents ($149,999.99), with proposals exceeding this amount deemed non-responsive and ineligible for award. No incumbent vendor or current contractor information is specified in the RFP documentation. The State reserves the right to reject any or all proposals and may cancel the solicitation in whole or in part, providing flexibility in the procurement process based on proposal quality and responsiveness.
