About this opportunity

Hillsborough County Public Schools (HCPS) is seeking contracted school psychologists through a Request for Proposals (RFP) to address current vacancies across various school sites for the 2024-2025 school year. The procurement targets licensed school psychologists from the Florida Department of Health (FDOH) who can conduct comprehensive psychoeducational evaluations for pre-kindergarten through 12th-grade students. Qualified candidates must have a minimum of three years of experience and be fluent in English, with a strong preference for bilingual practitioners, particularly those speaking Spanish, Arabic, or Haitian Creole. The scope of work requires full-time providers to complete 10-12 psychoeducational evaluations per month, including direct observations, assessments, parent and teacher rating scales, and comprehensive written reports across multiple disability categories such as Autism Spectrum Disorder, Emotional/Behavioral Disability, Gifted, Intellectual Disability, and Specific Learning Disability. The RFP includes a pre-proposal meeting scheduled for February 14, 2025, at 10:00 A.M. EST, with final proposals due on March 4, 2025, at 3:00 P.M. Evaluation criteria will consider technical performance, partnership quality, responsiveness, efficiency, and overall experience, with additional points awarded for Small Business Enterprise (SBE) participation.

The solicitation encourages participation from small businesses and diverse vendors, with specific provisions for SBE utilization in the evaluation process. Four firms have been shortlisted for interviews: Orange Tree Staffing, LLC; Progressus Therapy; Sunbelt Staffing, LLC; and PSI Associates, LLC. The initial contract term will begin upon board approval and can automatically renew for up to four additional one-year periods. The estimated contract value is approximately $3,382,238 for the initial term, with compensation structured as a flat rate per psychoeducational evaluation and meeting attendance. Contractors must provide proof of insurance, maintain workers' compensation coverage, and list Hillsborough County Public Schools as an additional insured. Vendors are required to complete a Vendor Affidavit regarding labor practices and will have access to test kits, technology, and office supplies provided by HCPS. The district emphasizes its commitment to working with contractors that reflect the community's diversity and encourages small business enterprises to register with the Office of Supplier Diversity.
