About this opportunity

South Delta School District is requesting proposals for professional development and job-embedded coaching services for K-12 teachers, with proposals due September 1, 2026 at 10:00 AM CST and written questions due August 25 at 4:00 PM CST. The District serves approximately 550 students across three campuses in the Mississippi Delta region.

The scope covers evidence-based professional development and job-embedded coaching to strengthen teacher effectiveness and improve student academic achievement in English Language Arts, mathematics, and science during the 2026-2027 school year. Services must be completed prior to spring 2027 Mississippi Academic Assessment Program administration and will exclude testing windows and scheduled holidays. The District will identify specific teachers to receive services, which may be delivered in regular classrooms, small-group settings, or structured professional learning sessions.

Vendors must submit a daily rate for a full workday that encompasses all service expenses; indirect costs are disallowed. The total number of contractual days will be determined by the vendor's per-day cost and the availability of federal funds as approved by the Mississippi Department of Education. All contracts are funded exclusively with federal funds and must comply with 2 CFR Part 200, FERPA, PPRA, and COPPA requirements. Vendors must carry comprehensive general liability insurance with minimum limits of $1 million and workers' compensation insurance in Mississippi.

Proposals must include a detailed implementation plan, measurable goals, feedback systems, organizational structures, resumes for all personnel involved in service delivery, and at least three references from similar contracts awarded within the past three years. The evaluation committee will score proposals on a 100-point scale: detailed implementation plan (40 points), measurable goals (10 points), feedback systems (10 points), organizational structures (10 points), proven track record with references (10 points), and cost efficiency (20 points). Vendors must submit five hard-copy sets to Mr. Eddwin Smith, Federal Programs Director, or electronically to eddwinsmith@sdelta.org. The District reserves the right to award one contract, multiple contracts, or no contract. The contract becomes effective upon approval by the South Delta School District Board of Education and issuance of a District Purchase Order.
