About this opportunity
The Office of Environmental Health Hazard Assessment (OEHHA) in California has issued a Request for Information (RFI) for the Statewide Extreme Heat Ranking System (SEHRS) project, specifically seeking technical expertise to transform a static website into a dynamic platform and develop a mobile application called CalHeatScore. The procurement involves creating a first-of-its-kind heat event notification system designed to inform Californians about extreme heat conditions and provide protective resources. Key deliverables include a cross-platform, browser-agnostic mobile application with real-time temperature readings, geolocation services, heat ranking indicators, and information about cooling centers and medical facilities. The project requires integration with multiple data systems, including those from the National Weather Service, National Oceanic and Atmospheric Administration, Office of Emergency Services, and Department of Health Care Access Information. Critical procurement dates include an intent to respond deadline of November 13, 2024, questions due by November 20, 2024, and final RFI responses due by December 11, 2024. Respondents must demonstrate capabilities in developing dynamic web applications, mobile app development, data system integration, real-time analytics, and cloud-based data warehouse implementation.
The procurement covers jurisdictions including West Sacramento City, Sacramento County, and Sacramento City, with a project budget range between $650,000 to $750,000. While specific set-aside designations are not explicitly detailed, the project requires extensive technical capabilities and integration with existing data systems, with UCLA already contracted to extract data and develop algorithms from certain confidential sources. The system must support multiple languages and be designed for maximum accessibility, indicating potential opportunities for diverse technology providers. The mobile application and website (collectively known as CalHeatScore) must support business resiliency with minimal downtime, suggesting a preference for vendors with robust technical infrastructure and experience in mission-critical system development. Responses must be submitted electronically to Acquisitions.Sections@oehha.ca.gov, and the project aims to further California's leadership in climate change mitigation and adaptation by creating an innovative heat event notification and resource allocation system.
Opportunity text
The purpose of this Request for Information (RFI) is to solicit information, suggestions, and best practices on the technical resources needed to transform and maintain a static website to a dynamic website as well as design, develop, deploy, and maintain a mobile application and their corresponding integrated data systems for the Statewide Extreme Heat Ranking System (SEHRS) project initiated by the OEHHA in the State of California. The ranking system will be designed to notify Californians that a heat event is occurring and identify resources to protect themselves. This ranking system will be a first-of-its-kind in the nation and is poised to further California's leadership in mitigating and adapting to climate change. Both the SEHRS website application and mobile application are jointly known as CalHeatScore. Both applications must support business resiliency as it is integral to the business operation of the department and requires little or no downtime to remain in compliance with state and local regulations and guidelines. Refer to RFI attachments for more details. Pay attention to Key Action Dates. Ensure to submit responses electronically to Acquisitions.Sections@oehha.ca.gov.
