The procurement requires a contractor to provide comprehensive document destruction services, utilizing an enclosed truck-mounted industrial shredder capable of shredding a minimum of 3,000 pounds of paper material per hour. Key deliverables include providing lockable bins at each location, performing on-site shredding witnessed by DMV staff, and ensuring complete document destruction with strict confidentiality. The contractor must generate a Certificate of Destruction and receipt after each service, with work to be performed during DMV business hours. Critical procurement dates include bid availability on April 2, 2025, written questions due by April 7, 2025, and a bid submission deadline of April 11, 2025 at 2:30 PM, with a proposed contract start date of June 1, 2025 or upon contract approval. The contract term is specified as thirty-six (36) months, and bidders will be required to quote a per-bin, per-pickup rate applicable across all locations.

The procurement is specifically designated as a Small Business (SB) opportunity, with mandatory certification required by the California Department of General Services (DGS), Office of Small Business and Disabled Veteran Enterprise Services (OSDS). Bidders must be certified as a Certified Small Business and must comply with specific state regulations, including the Darfur Contracting Act and Executive Order N-6-22, which prohibits business with entities subject to economic sanctions against Russia. Additional compliance requirements include maintaining appropriate insurance, adhering to non-discrimination statutes, and representing that the bidder is not a target of economic sanctions. While a specific contract value is not explicitly stated, the procurement involves consistent pricing across multiple Northern California DMV Investigation Office locations. Bidders must also demonstrate the capability to maintain confidentiality, provide secure document destruction services, and meet all operational requirements specified in the bid solicitation. The procurement emphasizes local, small business participation and includes strict vetting processes to ensure vendor compliance with state procurement guidelines.
