About this opportunity

The Greater Orlando Aviation Authority (GOAA) is soliciting proposals for an on-call Low Voltage Wiring and Installation Services contract covering Orlando International Airport and Orlando Executive Airport. The primary procurement objective is to secure multiple qualified contractors to perform comprehensive low voltage cabling installation, testing, and repair services, including voice and data wiring, conduit and rack pathways, electrical power distribution to IT equipment, and related infrastructure components. Contractors must be licensed master electricians and demonstrate expertise in low voltage cabling systems covering voice, video, surveillance, access control, data, wireless, and cellular subsystems. The solicitation requires sealed electronic offers to be submitted through GOAA's e-Procurement Platform by 11:00 AM local time on Tuesday, April 9, 2024, with a proposed contract period of five years commencing approximately September 1, 2024. Evaluation criteria will be weighted across experience and qualifications (25%), key personnel knowledge (25%), approach and methodology (20%), additional response requirements (10%), and pricing (20%), ensuring a comprehensive assessment of potential contractors.

The procurement encourages small business participation and requires respondents to provide a Small Business Action Plan demonstrating understanding of Disadvantaged Business Enterprise (DBE), Minority and Women Business Enterprise (MWBE), Local Developing Business (LDB), and Veteran Business Enterprise (VBE) participation programs. While specific set-aside percentages are not detailed, the solicitation indicates a commitment to diverse business involvement. The annual estimated budget includes $75,000 for parts, materials, subcontractors, and rentals, with contractors allowed a markup on these costs. Hourly rates will be established for various personnel categories during standard and non-standard work hours. The contract's flexible, on-call nature suggests GOAA seeks to maintain a pool of qualified vendors who can respond quickly to infrastructure and technology installation needs across airport facilities. The multi-vendor approach allows GOAA to have responsive, qualified contractors available to support ongoing low voltage cabling and technology infrastructure requirements.
