About this opportunity

The City of Jackson, Michigan Community Development Department is soliciting sealed competitive bids from qualified contractors for a housing rehabilitation project located at 225 W High Street in Jackson. The procurement encompasses three primary work components: strip and replace roofing (including installation of ice shield, felt, architectural shingles, metal drip and rake edges, valley flashing, and chimney/vent reflashing); installation of new gutters and downspouts (approximately 130 linear feet of baked pre-enameled aluminum K-type gutters and 60 linear feet of downspouts); and straightening, realigning, and installing a new porch beam system with treated wood posts and framing. Bidders must submit pricing on a lump-sum basis for each of the three line items and must be prequalified through SAM.gov registration and hold valid State of Michigan licensing. Required qualifications include proof of Comprehensive Commercial General Liability insurance with minimum limits of $500,000 combined single limit and Automobile Liability insurance with equivalent coverage, a valid builder's license, and the ability to obtain all necessary permits for roof and porch beam work. The Request for Proposal was released on February 23, 2026, with a response deadline of March 9, 2026, at 9:00 a.m.; no pre-bid conference will be held, but contractors may contact the homeowner, Lekedia Baltimore (517-789-6209), to schedule site visits. Award will be made to the lowest responsible bidder complying with all bid conditions, and proposals must remain valid for 90 days after opening. The selected contractor must provide an 18-month warranty on all work and materials and submit proposals electronically via the City of Jackson e-Procurement Portal.

The procurement includes mandatory affirmative action requirements for participation of small and minority-owned businesses and women's business enterprises, with Section 3 requirements applying for low- and very low-income employment opportunities on contracts over $100,000. The project is funded through the Community Development Block Grant (CDBG) program and is subject to federal compliance obligations including the Davis-Bacon Act (for contracts exceeding $2,000), the Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, Executive Order 11246 for equal employment opportunity, and Clean Air and Water Act standards. Contractors must provide performance and payment bonds within 10 days of award notification, as well as labor and material payment bonds in compliance with Michigan Public Act No. 213 of 1963. All contractors must comply with the City of Jackson's affirmative hiring and equal employment opportunity policies and maintain financial records for five years following contract completion for potential audit by the City, HUD, and the Comptroller General. The contract documents do not specify the overall budget or award value; however, funding is provided through the CDBG housing rehabilitation program for a qualified homeowner. The successful bidder will execute a Construction Contract for Rehabilitation of Residential Property with the property owner, with work to commence within five days of the Notice to Proceed.
