About this opportunity

The City of Bend, Oregon, in Deschutes County, is soliciting sealed bids for the 2026 Street Preservation project (Solicitation No. 26-3443), a public works construction contract involving 7.5 lane miles of asphalt concrete pavement restoration work across ten scheduled street segments including Paula Purcell, Williamson, Medical Center, Cushing, Monroe/Rockchuck, Boyd Acres, Robal, Stannium, Skyliners, and 1st Street. The project encompasses two primary pavement restoration treatments: 2-inch grind with 2-inch inlay and 4-inch grind with 4-inch inlay work, with approximately 118 tons of emulsified asphalt tack coat required. Sealed bids must be submitted electronically through the City of Bend's eProcurement Portal by March 17, 2026, at 2:00 p.m., with an optional pre-bid conference scheduled for February 26, 2026, at 2:00 p.m. via Microsoft Teams; bids will be opened and read immediately following the closing deadline. Bidders must be prequalified with the City of Bend and licensed by the Construction Contractors Board, with prequalification applications due at least ten business days before the bid deadline. The project completion deadline is September 4, 2026, and the contract will be awarded to the lowest responsible bidder based on unit price bids submitted on a "Furnished and Installed" basis. Required qualifications include a $30,000 public works bond filed with the Construction Contractors Board, compliance with prevailing wage requirements per ORS 279C.800 through ORS 279C.870 with weekly certified payroll reporting, comprehensive insurance coverage including $2,000,000 commercial general liability and $2,000,000 commercial automobile liability, workers' compensation insurance, and contractor's pollution liability insurance with asbestos, lead, and mold liability endorsements.

The procurement contains no specific set-aside designations; however, bidders must certify compliance with Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act, Oregon Workers' Compensation Law, and the City of Bend's non-discrimination policy prohibiting discrimination against minority, women, emerging small business enterprises, and disabled veteran-owned businesses in subcontractor awards. Bidders must disclose whether they qualify as resident bidders under ORS 279A.120 and submit a First-Tier Subcontractor Disclosure form identifying any subcontractors furnishing labor where the contract amount meets or exceeds either 5 percent of the project bid with a minimum of $15,000 or $350,000 regardless of percentage. A bid bond equal to 5 percent of the total bid amount is required, with the selected contractor obligated to provide payment and performance bonds equal to 100 percent of the contract amount within two business days of bid opening. The City's engineer estimate for the project ranges from $2,024,301 to $2,586,607. Liquidated damages will be assessed at 15.0 percent of the contractor's bid amount divided by the total calendar days for contract completion, and retainage is set at 5 percent of the value of work accomplished. The project incorporates the 2021 Oregon Standard Specifications for Construction as baseline requirements with special provisions addressing local conditions, including lane closure restrictions, erosion and sediment control compliance with NPDES 1200-C permits, and ADA accessibility requirements for curb ramps and pedestrian facilities conforming to PROWAG standards.
