About this opportunity

Jenkintown Borough is requesting sealed bids on 2026 Borough-Wide Pedestrian Improvements and Traffic Calming work, with bids due September 11, 2026 at 11:00 a.m. through PennBid and questions due September 8 at 11:00 a.m. PennDOT prequalification is mandatory. Bids of $100,000 or more are subject to Jenkintown Borough's Responsible Contractor Ordinance.

The scope spans six locations within the borough and includes curb work, sidewalk installation and repair, ADA-compliant curb ramps, accessible pedestrian signal push buttons (replacing eight existing units at Location 5), pavement markings for crosswalks and stop bars, signage, and raised pedestrian crossings. Work locations are Washington Lane & Walnut Street, Summit Avenue & Wyncote Road, Chelten Avenue / Cedar Avenue / Linda Vista Avenue, Vernon Road & Vista Road, York & West (traffic signal construction), and Walnut (SR 2021) & Hillside. The contract mandates completion within 200 consecutive calendar days from notice to proceed, with liquidated damages at $750.00 per day for delays.

Pennsylvania prevailing wage rates apply. Subsurface utility engineering is required at certain locations — contractors must perform Quality Level B investigations (Ground Penetrating Radar or approved equal) and Quality Level A test holes to verify utility position and depth; findings must be submitted a minimum of four weeks before construction commencement. SUE work pricing is lump sum per authorized test hole for Level A and linear feet for Level B, inclusive of records review, labor, equipment, marking, surveying, documentation, excavation, backfill, restoration, mobilization, permits, and traffic control.

Each bid requires a certified check or bid bond equal to 10% of the bid amount; bids remain binding 30 days. The successful contractor must provide performance and labor/materials bonds equal to 100% of contract amount and a maintenance bond equal to 25% of price up to $200,000, then 10% above that threshold. Required insurance includes workers' compensation, commercial general liability of $1 million per occurrence, automobile liability of $1 million, and umbrella liability of $1 million. Retainage is 10% until 50% completion, then 5% thereafter. Final payment is due within 30 days of substantial completion. Two addenda have been issued: Addendum 1 (September 10) added crosswalk and stop bar restriping; Addendum 2 (September 13) added SUE investigation details and revised construction plan sheets.
