About this file

This is an addendum to a contract specification for subsurface utility investigation (SUE) work related to the 2026 Borough-Wide Pedestrian Improvements and Traffic Calming project in Jenkinton Borough, Pennsylvania. The project encompasses curb, sidewalk, ADA curb ramps, accessible pedestrian signal push buttons, pavement markings, signage, and related improvements. Sealed bids will be received electronically through PennBid until 11:00 A.M. on September 11, 2026, with questions due by 11:00 A.M. on September 8, 2026. The SUE scope requires contractors to perform Quality Level B utility investigations to determine horizontal alignments and Quality Level A test holes to verify utility position, depth, dimensions, and material at selected locations. Work must be completed in accordance with ASCE/UESI/CI 38-22 standards using experienced firms with demonstrated qualifications and comparable project experience. Findings must be submitted a minimum of four weeks prior to construction commencement.

Contractors must submit lump sum pricing for Quality Level A services on a per-authorized-test-hole basis and linear-foot pricing for Quality Level B services. All pricing must include records review, coordination, labor, equipment, marking, surveying, documentation, excavation, backfill, disposal, restoration, mobilization, permits, and traffic control. Pennsylvania prevailing wage rates apply to the project, and PennDOT prequalification is required. Bids of $100,000 or more are subject to Jenkintown Borough's Responsible Contractor Ordinance. Each bid must include a certified check or bid bond equal to 10 percent of the bid amount, with bids remaining binding for 30 days. The Borough reserves the right to reject any or all bids and waive informalities.

ITEM 9000-0001 – SUE QUALITY LEVEL A

ITEM 9000-0002 – SUE QUALITY LEVEL B

DESCRIPTION – Perform subsurface utility investigation within the limits shown on the plans or authorized by the Engineer. Provide Quality Level B designation to determine utility horizontal alignments and Quality Level A test holes to verify utility position, depth, dimensions, and material at selected locations.

MATERIAL – Provide suitable backfill and restoration materials meeting the applicable Contract requirements.

CONSTRUCTION – Perform work in accordance with ASCE/UESI/CI 38-22, Standard Guideline for Investigating and Documenting Existing Utilities, and this provision.

a. Perform SUE work using a firm experienced in Quality Level A and Quality Level B investigations. Before beginning work, submit the firm’s qualifications, proposed personnel and equipment, and descriptions of three comparable completed projects for the Engineer’s review and acceptance. Use personnel experienced in utility designation and nondestructive excavation. Review available utility records, inspect visible utility features, complete required One Call notifications, and coordinate with utility owners. Provide required permits and traffic control. Complete investigations and submit findings a minimum of four (4) weeks prior to beginning construction that depends on the results.

b. Designate utilities using appropriate surface geophysical methods, including electromagnetic locating and ground-penetrating radar where suitable. Mark and survey detected alignments.

Identify untraceable segments, discrepancies, and limitations. Absence of a detectable response does not establish absence of utilities. Instrument-derived depths shall not be represented as Quality Level A data.

c. Perform test holes at locations authorized by the Engineer using air-vacuum excavation or other nondestructive methods suitable for the utility and acceptable to its owner. Expose sufficient portions of each utility to determine its location and observable characteristics without damaging or undermining it. The unit price shall include excavation to 10 feet below existing grade. Notify the Engineer when obstructions or other conditions prevent completion, and obtain direction before relocating a hole, changing methods, or exceeding this depth.

d. Survey designated alignments and exposed utilities to project horizontal and vertical control.

Provide a plan of findings and individual test-hole records showing location, surface and utility elevations, depth of cover, utility dimensions, material, apparent ownership, and visible condition. Include photographs and pertinent pavement, soil, groundwater, and obstruction information. Identify the quality level achieved and document incomplete investigations. Quality Level A applies only at verified points and does not establish that an entire foundation footprint is clear.

e. Protect existing utilities and maintain service. Immediately notify the Engineer and utility owner of damage, unidentified utilities, or discrepancies affecting construction. Do not relocate, remove, or interrupt utilities without required authorization. SUE work does not replace the Contractor’s construction notification and utility protection obligations.

f. After documenting each exposure, backfill with suitable material compacted in lifts not exceeding 6 inches and restore disturbed surfaces to the applicable Contract and permit requirements. Include permanent restoration; cold patch is temporary unless otherwise permitted.

MEASUREMENT AND PAYMENT – Lump Sum

SUE Quality Level A – Each. Per authorized test hole completed, documented, backfilled, restored, and accepted, regardless of the number of utilities exposed within that hole.

Unit prices include records review, coordination, labor, equipment, marking, surveying, documentation, excavation, backfill, disposal, and restoration. Include mobilization, permits, and traffic control.

SUE Quality Level B – Linear foot. Per foot of utility alignment designated, surveyed, documented, and accepted, measured horizontally along each separately resolved alignment. Measure a designated duct bank as one alignment. Repeated passes and inferred alignments are not separately payable.

Document unsuccessful investigations and notify the Engineer. Correction of deficient work is not separately payable.
