About this opportunity

The Port of Portland is soliciting proposals for a ten-year advertising program concession at Portland International Airport, with proposals due November 24, 2026, and a pre-proposal conference on October 27, 2026. This is a revenue-generating concession requiring proposers to establish a minimum annual guarantee (MAG) of no less than $1.25 million per year and propose a revenue-sharing structure based on a percentage concession fee of gross annual sales.

Proposers must demonstrate minimum qualifications: at least three years of successful continuous experience managing advertising programs in high-traffic airports comparable to or larger than PDX, and operation of at least three different airport advertising programs within the last five years, each generating minimum annual revenues of $1 million. The Port waives the annual marketing fee ($1,500), the Central Receiving and Distribution Center fee (1 percent of gross sales), and the PDX Worker Benefit Program Support Fee ($3,500).

The scope encompasses design, development, installation, and management of a comprehensive advertising program including static and digital displays throughout the terminal, concourses, and baggage claim areas. The Base Advertising Program covers specific locations in Concourses B, C, D, and E, the TCORE Ticketing area, and baggage claim; a Supplemental Advertising Program includes creative additions, sponsorships, naming rights, and community partnerships. Proposers bear all design, construction, installation, maintenance, operations, sales, and marketing costs. Mid-term refurbishment of equipment and displays is required at approximately contract midpoint for up to 20 percent of initial capital investment at the Port's discretion.

The MAG for subsequent years shall be 85 percent of the previous year's actual payment, with concessionaires paying whichever is greater. Proposers must submit audited financial statements for the last five fiscal years, a pro forma projecting gross sales and expenses for the first five years, and a detailed capital investment estimate. The Port Commission approval is expected in Q1 2027. Questions are due November 13, 2026, at 3:00 PM PDT. Potential interviews are scheduled for the week of December 14, 2026, with estimated award the week of January 4, 2027.
