About this opportunity
The Town of Farragut, Tennessee is requesting proposals for implementation, operation, and maintenance of an Automated Traffic Enforcement Program targeting nine designated intersection approaches across four locations, with proposals due June 3, 2026 at 2:00 PM to Town Hall.
The program covers red light enforcement at Concord Road & Kingston Pike, Campbell Station Road & Parkside Drive/Grigsby Chapel, Campbell Station Road & Kingston Pike, and Smith Road & Kingston Pike. The system must use color digital imaging technology with both still photographs and full-motion video capability, incorporate non-invasive detection technologies (excluding conventional inductive loop systems), and support citation issuance. The vendor assumes all installation, equipment, software, personnel, training, citations processing, collections, public awareness, and maintenance costs under a no-cost-to-the-Town model. The vendor must establish connections to the Tennessee Department of Motor Vehicles and other states for vehicle registration verification, maintain captured images and data for specified retention periods, and provide expert witness testimony as required. Citations must be issued within twenty working days of violation; warnings apply during the first thirty days at new intersections. Full operational capability is required within four months of contract execution. The Town retains sole discretion to expand the program, relocate cameras, or modify services without additional cost to the Town.
The contract term runs five years from July 1, 2026 through June 30, 2031, with options to renew for two additional one-year periods at the Town's discretion. Pricing proposals should assume an average of 9,000 citations monthly at $50.00 per citation. Required insurance includes minimum $1,000,000 commercial general liability, $1,000,000 auto liability, $500,000 workers' compensation, and $1,000,000 professional liability. A non-mandatory pre-bid meeting is scheduled May 12, 2026 at 1:00 PM via Teams. Questions are due May 19, 2026 at 5:00 PM. The evaluation committee meets June 9, 2026, with intent to award June 10 and Board approval expected June 25, 2026.
