About this opportunity
Glades Electric Cooperative, Inc. (GEC) is requesting proposals to establish one or more master services agreements for debris cleanup in post-disaster environments across its service territory in Glades, Hendry, Highlands, and Okeechobee counties, Florida, with proposals due August 28, 2026 at 5:00 p.m. Eastern Time. Work will be activated through task orders with specific locations and details to be issued by GEC following storm events through December 31, 2027. Questions must be submitted in writing by August 20, 2026.
The scope includes utility pole pick-up and disposal, utility transformer pick-up with area cleanup and spill assessment, and general utility material disposal and recycling (metal hardware, wire scraps, packaging material) at designated bulk locations and along assigned roadways. The contractor must provide personnel (typically two per crew: operator and assistant), pickup trucks, flatbed trailers, and skid steers, with additional equipment proposed as needed. The contractor bears all responsibility for environmental compliance, chain-of-custody documentation, material-quantity tracking, and daily reporting by close of business with cumulative data.
Compensation is time and materials with hourly rates proposed by the contractor for labor (Supervisor, Operator, Laborer, Laborer Assistant at straight time, overtime, and double time) and equipment for 2026 and 2027 separately. Lodging, meals, and fuel are pass-through costs with no markup to maintain FEMA compliance. Payment is due within 30 days of invoice receipt and approval, with GEC retaining up to 10 percent pending task completion. The agreement is funded in whole or in part by FEMA Public Assistance and subject to 2 C.F.R. Part 200 federal cost principles; cost-plus-percentage structures are prohibited.
Proposals are evaluated on completeness (0–5 points), firm qualifications and technical approach (0–45 points), cost effectiveness (0–30 points), and similar projects and references (0–20 points), for a total of 100 points. The contractor must obtain and maintain Commercial General Liability ($1 million per occurrence, $5 million aggregate), Automotive Liability ($1 million per person/occurrence), and Workers' Compensation at statutory limits, with GEC named as additional insured.

If more equipment will be used, please include those rates in the excel template provided. Contract Terms In addition to compliance with applicable Federal, State, and local rules and regulations, Contractor must also comply with the MSA and the terms and conditions in the Authorization, which will dictate the anticipated effort needed to complete the Services and include applicable terms and conditions for the Services. Please provide an hourly rate of the services. Documentation Management & Support Contractor shall provide data management and support as a part of the Services, including use of a compatible system for clearly tracking and documenting all elements identified above.
