RFP No. 2026-08 Debris Cleanup Scope of Work Summary
This is a Scope of Work document for RFP No. 2026-08 issued by GEC (presumably a utility or governmental entity in Florida) for debris cleanup services in post-disaster environments related to major storm restoration activities. The contractor will be activated through a Notice to Proceed, Task Order, or Task Release Authorization with specific work details and locations within GEC's territory. The services scope includes utility pole pick-up and disposal, utility transformer pick-up with area cleanup and spill assessment, and general utility material disposal and recycling (metal hardware, wire scraps, packaging material). The contractor must provide necessary personnel (typically two per rig: an operator and assistant), standard equipment including pickup trucks, flatbed trailers, and skid steers, and additional equipment as needed. All work must comply with applicable Federal, State, and local regulations, the Master Service Agreement (MSA), and specific task authorizations.
The contract utilizes a time and materials fee structure with hourly rates to be proposed by the contractor in response to the RFP, reflecting the uncertain nature of post-disaster work quantities and territorial impact. The contractor is responsible for maintaining comprehensive records documenting chain of custody, material quantities disposed, landfill costs, personnel hours by position, and daily operational data. Daily reports must be submitted by close of business each day with cumulative information, and failure to provide audit-quality information by 5:00 p.m. the following day may result in financial penalties. The contractor must also provide data management support using compatible systems for tracking and documenting all work elements and must substantiate all costs with appropriate records consistent with MSA and Authorization requirements.
