About this opportunity
Brevard County is requesting applications for Community Development Block Grant (CDBG) Public Services Program funding to support eligible not-for-profit agencies serving low- and moderate-income residents, with applications due August 5, 2026 at 11:00 a.m. and a questions deadline of July 31, 2026 at 5:00 p.m.
Eligible applicants must hold 501(c)(3) status, currently operate in Brevard County, and comply with all local, state, and federal licensing and regulatory requirements. Services are provided to residents of unincorporated Brevard County and eight designated municipalities (Cocoa Beach, Indialantic, Indian Harbour Beach, Melbourne Village, Palm Shores, Rockledge, and Satellite Beach).
The total allocation is $204,468.45 split among multiple awards, with individual grant requests ranging from a minimum of $25,000 to a maximum of $50,000. Each awardee must provide a 25% match through unrestricted agency cash, in-kind goods and services, or other restricted non-agency funds. The contract period runs October 1, 2026 through September 30, 2027.
Applications must demonstrate community need consistent with Brevard County Board-approved 5-year Consolidated Plan priorities and CDBG National Objectives; maintain at least three months of operating reserves; and address program description, logic model, evaluation plan, and financial information. Evaluation criteria are statement of need (35 points), program logic model and evaluation plan (25 points each), agency financial profile and budget (25 points), and program budget (15 points). Addendum 1 (posted July 20) requires applications to reflect funding for both fiscal years 2025–2026 and 2026–2027 and use HUD 2026 Area Median Income guidelines. Submissions require one original, nine hard copies, and one electronic copy on USB. Only one application per agency per fiscal year is accepted. Awards are contingent upon funding availability and Board of County Commissioners approval.
