About this file
This is Addendum 3 to the Community Development Block Grant (CDBG) Public Services Program Request for Application issued by Brevard County, Florida's Central Services Group Purchasing Department. The addendum clarifies eligibility requirements and service delivery standards for nonprofit organizations applying for CDBG Public Services funding. Specifically, it addresses two key questions: (1) homeless youth receiving services need not be homeless exclusively in unincorporated Brevard County zip codes but may be served regardless of their current location, with the nonprofit's location serving as the client address during intake; and (2) applicants serving communities rather than individuals must demonstrate alignment with HUD's national objective of benefiting low- and moderate-income persons through individual-level services rather than area-wide benefit activities. The qualification opening date and time remains August 5, 2026 at 11:00 a.m., with all other terms and conditions from the original RFQ package remaining unchanged.
The addendum reinforces that CDBG funding targets low- and moderate-income clientele through individual-focused services, distinguishing between direct individual benefit activities and area benefit activities such as infrastructure projects, which require separate proposals. Prospective proposers are required to acknowledge receipt of this addendum with their submittal. This clarification document was issued on August 3, 2026, approximately two days before the application deadline, and was distributed by Mary Bowers, Purchasing Manager, to ensure all bidders have consistent understanding of service delivery requirements and eligibility criteria prior to submission.

Community Development Block Grant (CDBG) Public Services Program
RFA-5-26-06
August 3, 2026 Addendum 3
TO ALL PROSPECTIVE PROPOSERS
This is an Addendum to and shall be considered as part of the original RFQ package for the above-mentioned RFP.
Proposers are requested to acknowledge receipt of this Addendum with their submittal.
QUESTIONS AND RESPONSES:
1. Question: Do homeless youth receiving services through RFA 5-26-06 need to be homeless in an unincorporated zip code of Brevard County, or homeless in general as they move from place to place throughout county (for example, if they are living in their car, the car could be parked in an unincorporated zip code one night, then parked in an area city zip code the next night).
Response: The nonprofit location will be their address if they are doing the intake to provide the services.
2. Question: How do I respond to the form if the applicant serves a community rather than an individual?
Response: Our HUD national objective to be addressed is to benefit low-and-moderate income persons.
Our HUD activity is low-and-moderate income clientele (individuals) which provides benefits to a specific group of persons rather than everyone in an area or low-and-moderate income area benefit activity. An area benefit activity, the service area must be primarily residential, examples are street improvements and water/sewer line projects. These are neighborhood projects and require a separate proposal. [In the application, see Community Development Block Grant (CDBG) Requirements and National Objectives].
Please note that the qualification opening date and time remains August 5, 2026 @ 11:00 am.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager cc: file
