About this opportunity
San Bernardino County's Project and Facilities Management Department is soliciting sealed bids for a construction project to demolish three existing restroom structures and construct three new prefabricated restroom and shower buildings at Mojave River Forks Regional Park in Hesperia, California (17891 CA-173). The scope of work encompasses site preparation, demolition of existing facilities, installation of two CXT Incorporated Cheyenne Flush/Shower model precast concrete buildings, utility connections (plumbing, electrical, and HVAC systems), construction of ADA-compliant pathways and parking areas, drainage systems, water supply infrastructure, site restoration, and final cleaning. The precast concrete structures must meet specified engineering standards including 250 PSF snow load capacity, 400 PSF floor loads, and 150 mph wind resistance, and include fixtures such as flush toilets, urinals, lavatories, pressure-balancing shower valves, LED lighting, and vandal-resistant features. Bidders must possess a California State Contractor's Class B License and specialty licenses in Mechanical (C-20), Electrical (C-10), and Plumbing (C-36) trades unless qualified subcontractors are listed for these specialties. The mandatory pre-bid meeting is scheduled for January 27, 2026, at 10:00 a.m. at the project site, with attendance required for bid responsiveness. Sealed bids must be submitted by 1:00 p.m. on March 4, 2026, through the San Bernardino County Electronic Procurement Network (ePro) or in person at the Project and Facilities Management Department, with a 10% bid security requirement. Contract performance is scheduled for 200 calendar days from the Notice to Proceed, with liquidated damages set at $1,500 per day for delays beyond this period.
This public works project is subject to California prevailing wage requirements as determined by the California Department of Industrial Relations, with all workers required to be paid at or above established rates for San Bernardino County. Contractors and subcontractors must register with the Department of Industrial Relations per Labor Code Section 1725.5 and comply with apprenticeship obligations including maintenance of a minimum 1-to-5 apprentice-to-journeyman hour ratio for apprenticeable crafts. All successful bidders must furnish a Performance Bond and Labor and Material Payment Bond, each equal to 100% of the contract price, within ten calendar days of award, and maintain insurance coverage including General Liability and Auto Liability with limits of $3,000,000 per occurrence, Workers' Compensation, and Course of Construction Builder's Risk insurance. The project construction estimate is $2,307,500, with the contract to be awarded to the lowest responsive and responsible bidder. Additionally, contractors must comply with asbestos and lead-based paint abatement requirements, as a survey identified chrysotile asbestos in vapor barrier paper around water heater pipes and lead-containing materials on multiple interior and exterior components that must be removed by certified abatement contractors prior to demolition. The project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations, California Air Resources Board off-road diesel fleet regulations, and all applicable federal, state, and local environmental and safety standards.
