About this file
This is an Asbestos and Lead-Based Paint (LBP) Survey Report prepared by Converse Consultants for San Bernardino County's Project and Facilities Management Department regarding the Mojave River Forks Restrooms Replacement Project located at 17891 CA-173 in Hesperia, California. The non-destructive survey was conducted on July 24, 2025, and completed on August 6, 2025, covering three restroom structures (Sites 1, 2, and 3). The survey identified asbestos-containing materials (ACMs) and lead-containing materials (LCMs) present at the facilities to inform abatement requirements prior to demolition activities. All materials were observed to be in intact condition at the time of the survey, with no evidence of vandalism, fire, renovation, demolition, or structural damage.
The asbestos survey identified white vapor barrier paper containing 40% chrysotile asbestos at all three sites, located around water heater pipes in the ceiling areas, totaling approximately 11 square feet across the three structures. All other sampled materials, including plaster, mortar, concrete, and foundations, tested negative for asbestos. The lead-based paint survey detected LBP or LCMs on multiple interior and exterior components, with the highest concentrations found on porcelain sinks (25.6–31.0 mg/cm²), ceramic wall tiles (13.4–20.2 mg/cm²), and metal sinks (21.7–24.9 mg/cm²). All identified ACMs must be abated by a California-certified asbestos abatement contractor prior to demolition, and LCMs must be removed by a CDPH-licensed lead abatement contractor. Suspect materials not sampled during this initial survey, including ceramic tile grout, roofing materials, mirror mastics, caulking, and exterior stucco, will require sampling prior to demolition or must be assumed positive for asbestos and abated accordingly.

ASBESTOS
Prior to sampling, Converse visually surveyed the interior and exterior of the structures for suspect asbestos-containing materials (ACMs) and homogeneous areas (areas that have uniform color, texture, and appearance). Each structure, or Site, was sampled independently from one another. Suspect materials were divided into friable (crushable to dust) and non-friable materials, and placed in one of the following Environmental Protection Agency (EPA) categories:
• Surfacing Materials (sprayed or troweled-on materials)
• Thermal Systems Insulations (materials generally applied to various mechanical systems)
• Miscellaneous Materials (any materials which do not fit in the above categories)
The strategy for the collection of asbestos samples was in general accordance with the EPA guidance document “Asbestos in Buildings: Simplified Sampling Scheme for Friable Surfacing Materials”, EPA 560/5-85-030a, October 1985, 40 CFR 763 (AHERA); National Exposure Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 61; and South Coast Air Quality Management District, Rule 1403, Asbestos Emissions From Demolition/Renovation Activities, Amended October 5, 2007.
Bulk asbestos samples were collected of the following general types of materials:
• Plaster • Block mortar
• Concrete • Vapor barrier paper
The bulk samples were analyzed by Polarized Light Microscopy (PLM) in accordance with EPA Test Method 600/R-93/116. A summary of the types of suspect materials sampled along with the analytical results is presented in the following table.

Additional Comments:
The buildings were occupied at the time of the survey; therefore, this was a non-destructive survey. Suspect materials not sampled during this initial survey included:
• Ceramic tile grout and underlayment
• Roofing materials
• Mirror mastics
• Caulking
• Exterior stucco, and
• Additional concrete and mortar.
The laboratory may have identified additional layers or compounds within a sample under microscopic analysis that were not observed by the naked eye when the material was sampled in the field.
All materials were generally in good condition at the time of the survey. No obvious vandalism, fire, renovation, demolition or structural damage was observed.
The analytical report and chain of custody documentation are attached to this letter report.
A sample location map is also attached to this letter report.
Prior to demolition of the structures, the identified ACM (white vapor barrier paper) will need to be abated by a California certified asbestos abatement contractor using certified workers.
In addition, suspect materials not sampled and analyzed for asbestos content during the initial survey will need to sampled prior to demolition activities. If these materials are not sampled, the suspect materials can be assumed to be positive for asbestos and abated as such prior to the demolition activities.
LEAD-BASED PAINTS (LBPs) OR LEAD-CONTAINING MATERIALS (LCMs) Prior to sampling, Converse visually surveyed the interior and exterior of each Site for painted or ceramic building components. Our sampling methodology generally followed the “Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing” published by the Department of Housing and Urban Development (HUD) in 1995. However, similarly painted building components were treated as homogenous throughout each building.
The LBP Survey was conducted using a Viken Pb200i X-ray fluorescence (XRF) device.
The detection level for lead was set at 1.0 milligrams per square centimeter (mg/cm²).
Suspect components surveyed included:

Interior Components Exterior Components
• Walls, floors and ceilings • Eaves
• Sinks, Toilets and Urinals • Pipes
• Cabinets • Doors and associated components
• Doors and associated components
• Partition walls and doors
Provided in Table 2 is a summary of the LBPs and LCMs detected during this survey. All materials were observed to be in intact condition at the time of the survey.
The XRF Summary Table is attached to this letter report. This table provides a complete list of the components surveyed.
If the lead-containing materials are removed in one piece (intact, no damage), the materials may be disposed of as construction debris. If the materials are damaged during the removal process, the items will need to be disposed of as lead waste, and the waste stream will need to be characterized.
The LCM abatement must be performed by a CDPH licensed lead abatement contractor using workers that have undergone the necessary lead training and are CDPH certified.
Converse further recommends that the lead abatement activities be monitored by an independent third party or consultant knowledgeable in lead abatement procedures and is at a minimum, a CDPH certified Lead Project Monitor.
Although other painted and/or ceramic materials did not meet the criteria for LBP or LCM, concentrations of lead were detected in these materials. Title 8 CCR 1532.1 (Cal/OSHA Lead regulation) may require workers that perform work that disturbs the LBPs or LCMs such as manual demolition, manual scraping, sanding of painted surfaces, etc. to undergo an exposure assessment including, but not limited to, air monitoring of the breathing zone.
Other requirements including training and medical surveillance may be necessary per the lead regulation. Employers are responsible for worker exposure in relation to lead.

All components not quantified as asbestos content and non-asbestos content are considered to be non-fibrous matrix components. Matrix components may include, but are not limited to, gypsum, paint, silicate minerals, vinyl, binder, calcium carbonate, tar, and foam.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
