About this file

This is Addendum No. 3 to the bid documents for the Mojave River Forks Regional Park Restroom Replacement Project, issued by San Bernardino County's Project and Facilities Management Department. The addendum revises the bid opening date from March 4, 2026, to March 18, 2026, at 1:00 p.m. The project involves demolition of three existing restroom structures and construction of three new prefabricated restroom and shower buildings at 17891 CA-173, Hesperia, California. The addendum clarifies that existing electrical panels serving the restroom buildings shall be demolished along with the associated buildings, while existing transformers shall remain in place. Contractors are required to field verify existing mechanical equipment information, including equipment type, capacity, mounting method, and estimated weight, as as-built drawings are not available for the existing structures. The contract performance period remains 200 calendar days from the Notice to Proceed, with liquidated damages assessed at $1,500 per day for delays beyond this timeframe.

The addendum establishes a $35,000 not-to-exceed allowance for hazardous materials abatement, specifically for potential asbestos and/or lead-containing material removal associated with the three restroom buildings. This allowance must be clearly identified as a separate line item within the bid proposal, with use authorized by the County and supported by appropriate documentation. Any unused portion of the allowance shall be credited back to the County, and costs exceeding the allowance will be addressed through formal contract modification. A comprehensive asbestos and lead report will be provided to the awarded contractor. All bidders must acknowledge receipt of this addendum by inserting its number and date in their bid proposal, and all construction documents supersede any verbal information. The project construction estimate is $2,307,500, with the contract awarded to the lowest responsive and responsible bidder.
