This Addendum No. 1 to the bid documents is issued by San Bernardino County's Project and Facilities Management Department for the Mojave River Forks Regional Park Restroom Replacement Project located at 17891 CA-173, Hesperia, California. The addendum modifies the original bid solicitation for the demolition of three existing restroom structures and construction of three new prefabricated restroom and shower buildings equipped with ADA-compliant pathways, utility connections, and site restoration work. The addendum establishes two mandatory job walk dates: January 27, 2026, at 10:00 a.m. and an additional mandatory job walk on February 5, 2026, at 11:00 a.m. at the project site. Bidders must attend and sign in at one of these job walks to maintain bid responsiveness. The Request for Information (RFI) deadline has been moved to 4:00 p.m. on February 18, 2026. Sealed bids remain due by 1:00 p.m. on March 4, 2026. The project contract performance period is 200 calendar days from the Notice to Proceed, with liquidated damages assessed at $1,500 per day for delays.

The project construction estimate is $2,307,500, with contract award granted to the lowest responsive and responsible bidder. Bidders must submit a 10% bid security and comply with California prevailing wage requirements established by the California Department of Industrial Relations for San Bernardino County. Successful bidders must furnish both a Performance Bond and Labor and Material Payment Bond, each equal to 100% of the contract price, within ten calendar days of award. Bidders must possess a California State Contractor's Class B License and specialty licenses in Mechanical (C-20), Electrical (C-10), and Plumbing (C-36) trades, or provide qualified subcontractors. Insurance requirements include General Liability and Auto Liability coverage with limits of $3,000,000 per occurrence, Workers' Compensation, and Course of Construction Builder's Risk insurance. The project is subject to asbestos and lead-based paint abatement requirements, with certified abatement contractors required to remove identified hazardous materials prior to demolition.
