About this opportunity
Gainesville Regional Utilities (GRU) is seeking a contractor to execute a comprehensive 138 kV Oil Breaker Replacements Project involving the systematic replacement of existing oil circuit breakers (OCBs) with new 138 kV SF6 breakers across four substations: Deerhaven, Kelly West, Millhopper, and Parker. The project requires engineering design, procurement of materials (with GRU providing Siemens SF6 breakers), foundation modifications, conduit adjustments, control cable replacement, removal and disposal of existing breakers, and installation of new equipment. Contractors must demonstrate extensive experience with high voltage breaker replacements, provide detailed project execution plans, health and safety documentation, and submit a project reference list with at least five similar high voltage breaker replacement projects. The solicitation was released on November 8, 2023, with questions due by December 1, 2023, and final responses required by December 12, 2023, at 2:00 pm via GRU's e-Procurement Portal. The evaluation criteria will weight pricing at 65%, management plan at 10%, and health, safety, experience, and qualifications at 25%.
The contract does not specify specific set-aside designations or restrictions for disadvantaged enterprises. GRU plans to replace 4-6 breakers annually from their existing 31 oil circuit breakers, with this project serving as a broader initiative to upgrade electrical infrastructure. While no incumbent vendors are explicitly listed, the project requires significant technical expertise in high voltage electrical systems. Contractors must provide comprehensive insurance coverage, including $1,000,000 in commercial general liability, automobile liability, and excess liability, along with statutory workers' compensation coverage. The technical specifications emphasize strict safety protocols, detailed documentation requirements, and precise implementation of electrical infrastructure modifications. Although a specific budget range is not disclosed, the project involves complex electrical engineering work across multiple substations, suggesting a substantial investment in infrastructure modernization.
Opportunity text
GRU is working towards replacing all of our existing 138kV oil circuit breakers (OCB) with new 138kV SF6 breakers. GRU currently has 31 OCBs in service and plans to replace 4-6 breakers per year. GRU will provide the new 138kV SF6 (Siemens) breakers for each project. Typical project scope information and drawings have been included as part of this specification. High level, the scope for each breaker replacement will include the following:
- Engineering design
- Procurement of all needed material except the new 138kV SF6 breakers
- Modifying the existing OCB foundations while the breakers are still in service
- Installing/modifying conduits
- Replacement of control cables
- Removal and disposal of the existing 138kV oil circuit breaker and associated mineral oil.
- Install of new 138kV SF6 breaker
- Finalizing all project documentation and drawings associated with the project
GRU also intends to utilize this specification for the replacement of any 138kV SF6 breakers that are in need of replacement.
The Contractor shall furnish all labor, equipment and material (unless indicated provided by GRU), tools, transportation, supervision and any other services necessary to complete the work in accordance with the attached drawings and these specifications.
The Contractor shall not take advantage of any apparent errors and/or omissions discovered in the drawings, but immediately notify the GRU Company Representative of such discovery. Once notified, the GRU project representative will then make such corrections and interpretations as necessary to reflect the actual spirit and intent of the drawings and specifications.
Deviations from this specification or referenced documents shall not be made without written approval from the GRU contact or his designee.
