About this file

This document is a Scope of Work for the 138 kV Oil Breaker Replacements Project for Gainesville Regional Utilities (GRU) in Florida. The project involves replacing four specific 138kV oil circuit breakers (OCBs) located at Kelly West, Parker, Millhopper, and Deerhaven substations with new 138kV SF6 breakers. GRU plans to replace 4-6 breakers annually as part of a broader initiative to upgrade their existing electrical infrastructure. The scope of work includes comprehensive engineering design, procurement of materials (with GRU providing the SF6 breakers), foundation modifications, conduit installation, control cable replacement, removal and disposal of existing breakers, and installation of new breakers. Contractors are required to submit detailed proposals including a project execution plan, health and safety documentation, project schedule, QA/QC plan, organization chart, reference list, pricing, and potential change order scenarios.

The project requires contractors to provide comprehensive services with specific technical and administrative requirements. Bidders must submit rate sheets and markup rates for potential scope changes, include resumes of key personnel, and provide a project reference list with at least five similar high voltage breaker replacement projects. The contractor will be responsible for all labor, equipment, and material not explicitly provided by GRU, with work primarily scheduled Monday through Thursday from 7:00 am to 5:30 pm. Safety is a critical component, with strict requirements for site access, work practices, and coordination with GRU system control. The project emphasizes detailed documentation, including as-built drawings, instruction manuals, and a USB drive with complete project files. Contractors must also demonstrate significant experience in high voltage breaker replacements and comply with all specified technical and safety standards.

This specification covers replacement of 138kV Oil breakers. Contractors shall provide pricing for four (4) typical 138kV breaker replacements based on the information within this specification. Specifically, this pricing will be for GRU breakers KW327, PK711, MH511 and DH624. These breakers are located at the below substations.

Contractors shall also include rate sheets and markup rate for changes in scope.

Kelly West (KW) Parker (PK) 811 SE 4th Street 12301 SW Archer Road Gainesville, FL 32601 Gainesville, FL 32618

Millhopper (MH) Deerhaven (DH) 5501 NW 43rd Street 10001 NW 13th Street Gainesville, FL 32653 Gainesville, FL 32653

GRU is working towards replacing all of our existing 138kV oil circuit breakers (OCB) with new 138kV SF6 breakers.

GRU currently has 31 OCBs in service and plans to replace 4-6 breakers per year. GRU will provide the new 138kV SF6 (Siemens) breakers for each project. Typical project scope information and drawings have been included as part of this specification. High level, the scope for each breaker replacement will include the following:

• Engineering design

• Procurement of all needed material except the new 138kV SF6 breakers

• Modifying the existing OCB foundations while the breakers are still in service

• Installing new conduits

• Replacement of control cables

• Removal and disposal of the existing 138kV oil circuit breaker

• Install of new 138kV SF6 breaker

• Finalizing all project documentation and drawings associated with the project

GRU also intends to utilize this specification for the replacement of any 138kV SF6 breakers that are in need of replacement.

The Contractor shall furnish all labor, equipment and material (unless indicated provided by GRU), tools, transportation, supervision and any other services necessary to complete the work in accordance with the attached drawings and these specifications. Project completion shall result in a fully tested and commissioned 138kV SF6 breaker based on the requirements within and referenced by this specification.

The Contractor shall not take advantage of any apparent errors and/or omissions discovered in the drawings, but immediately notify the GRU Company Representative of such discovery. Once notified, the GRU project representative will then make such corrections and interpretations as necessary to reflect the actual spirit and intent of the drawings and specifications.

Deviations from this specification or referenced documents shall not be made without written approval from the GRU contact or his designee.
