About this opportunity
The West Virginia Parkways Authority is requesting proposals for one vacuum truck under ARFP 0809 TPK2700000003, with proposals due October 14, 2026 at 10:30 a.m., and questions due October 7, 2026. A West Virginia local-vendor preference worth 5 evaluation points applies.
The vacuum truck must be a complete, fully integrated unit for sewer, storm-drain, catch-basin, and debris removal operations. Technical specifications are detailed and mandatory, covering debris body components, water tank and pump systems, vacuum and drive systems (including hydrostatic drive with variable displacement pump), vacuum boom with 180-degree rotation, 400-foot hose reel capacity, 0–100 GPM water flow capability, operator control stations with front and in-cab controls, LED lighting, safety equipment including backup cameras and debris body alarms, and comprehensive tool packages with sewer nozzles, aluminum vacuum pipes, and quick clamps. Vendors must complete a Technical Compliance Checklist (Attachment A) indicating compliance or non-compliance with each specification, with failure to meet mandatory specifications resulting in proposal disqualification.
No contract value is specified. The contract term is a one-time purchase running from award through delivery, not to exceed one fiscal year. Delivery is to 265 Neptune Drive, Beckley, West Virginia 25801. Invoicing is directed to PO Box 1469, Charleston, West Virginia 25325.
Award will be made on best-value basis. The evaluation framework allocates 100 points: Technical Specification and Compliance (50 points), Price (30 points), Warranty and Service Support (5 points), Training and Manuals (5 points), Delivery Schedule (5 points), and West Virginia local-vendor preference (5 points). Pricing must be firm for 60 days and quoted F.O.B. destination. The apparent successful vendor must provide proof of Commercial General Liability insurance with minimum limits of $1 million per occurrence and $2 million combined single limit prior to award. Vendors must be registered and in good standing with the West Virginia Purchasing Division.
Bids must be submitted in sealed envelopes to the Parkways Authority Procurement Department at 374 George Street, Beckley, West Virginia 25801. Contact Wesley D Vandall, buyer, at 304-932-0799 or wvandall@wvturnpike.com.
