About this file
This is an addendum document issued by the West Virginia Parkways Authority's Purchasing Department for solicitation TPK2700000003 regarding the procurement of one (1) vacuum truck. Addendum No. 01, revised April 21, 2021, was issued to publish and distribute attached instructions to the vendor community. The solicitation requires vendors to acknowledge receipt of all addenda by completing and submitting an Addendum Acknowledgement Form with their bid; failure to acknowledge addenda may result in bid disqualification. Vendors must submit sealed bids to the West Virginia Parkways Authority Purchasing Office located at 374 George Street, Beckley, West Virginia 25801, prior to the specified bid closing date and time. The document does not specify whether a pre-bid meeting is mandatory, non-mandatory, or will not be held, as those sections remain blank in the template provided. Vendors may submit written questions to purchasing@wvturnpike.com with the solicitation number in the subject line; questions must be submitted by the deadline specified in the solicitation documents. Bids will be opened at the Purchasing Department office in Beckley at the date and time listed in the solicitation.
All bids must be submitted in sealed envelope format and clearly marked with the buyer name, solicitation number, bid opening date, and bid opening time on the face of the envelope. Vendors are responsible for ensuring timely delivery of their bids; the West Virginia Parkways Authority assumes no responsibility for unsuccessful or incomplete delivery. For requests for proposal, vendors must submit one original technical proposal and one original cost proposal plus convenience copies, with each envelope clearly identifying the bid type. Vendors must type or electronically enter bid information to prevent errors; handwritten bids may result in disqualification. Only written information officially issued as an addendum by the Purchasing Department is binding; verbal communications, including discussions at pre-bid meetings, are preliminary and non-binding. All provisions of the original solicitation and any previously issued addenda remain in full force and effect unless specifically modified by this addendum.
