About this opportunity

The Department of Defense is seeking applications for the Idaho APEX Accelerator, a cooperative agreement to provide procurement technical assistance to businesses seeking government contracts. The program aims to help large and small businesses, including newly started enterprises, navigate federal, state, and local government procurement opportunities. Eligible applicants include city/township governments, 501(c)(3) nonprofits, tribal governments, special district governments, higher education institutions, county governments, and state governments. Evaluation criteria will prioritize past performance, with applicants required to submit a technical approach and cost proposal, including an oral presentation as part of the technical evaluation. The application deadline is January 31, 2026, with anticipated award decisions to be made between March 31 and July 31, 2026.

The funding opportunity will award approximately one cooperative agreement with a maximum federal funding limit of $750,000 for an APEX Accelerator providing less than statewide coverage. The federal cost share will be limited to 65% of total program costs, with the potential to increase to 85% for services in distressed areas. The proposed period of performance will begin May 1, 2026, with quarterly performance and financial reporting required. Cost-sharing is mandatory, and applicants must demonstrate the ability to serve at least 50% of the state's counties and 75% of the state's labor force. The program requires maintaining a dedicated program manager and offering core services such as identifying government procurement opportunities, advising on contract preparation, and assisting businesses in obtaining government contracts.
