About this program
The Department of Defense is funding Procurement Technical Assistance Centers and APEX Accelerators (CFDA 12.002) through Cooperative Agreements, with the most recent grant awards disbursed as of September 30, 2026. The program funds the establishment and operation of centers where states, local governments, nonprofits, tribal organizations, and Indian-owned enterprises receive free education and technical assistance to help them compete for federal, state, and local government contracts. Merit-based competitive procedures govern awards. Five-year funding arrangements typically consist of a one-year base period plus four one-year option periods.
Program activity remains robust. The portfolio spans 1,629 awards since October 2005, with consistent award cadence over the past five years: 96 awards in 2022, 98 in 2023, 94 in 2024, 89 in 2025, and 85 in 2026. The most recent awards closed on September 30, 2026, indicating active funding flow. Combined federal dollars obligated total $685.7 million, with combined total obligated dollars (federal plus non-federal share) reaching $1.05 billion, suggesting mandatory cost-share requirements among recipients.
Funding is overwhelmingly concentrated in Defense Logistics Agency and its headquarters component, which together account for 1,262 awards and $474.5 million in federal dollars obligated. The Office of the Secretary of Defense follows with 360 awards and $207.7 million federal dollars. The funding instrument mix is essentially uniform: 1,626 Cooperative Agreements with only 3 Project Grants across the entire portfolio. Individual award magnitudes range from under $350 thousand to $2.8 million. Representative awards include Cooperative Agreement W56KGU262A043 ($2.787 million) to establish an APEX Accelerator, W56KGU262A019 ($1.876 million) for the same purpose, and W56KGU262A013 ($2.171 million), all dated in 2026.
Eligible applicants include states, local governments, private 501(c)(3) nonprofits, federally recognized tribal governments, tribal organizations, and Indian-owned enterprises meeting the 51 percent ownership threshold. No recent grant opportunities remain open; the most recently posted was DOD2026APEXACCELERATORIDAHO (due January 31, 2026), which closed. Prior opportunities for existing award recipients and new applicants in specific states have cycled through closing dates in late 2025 and early 2026. The program archives announcements 30 days after closing and grants no deadline extensions.
