About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking a Service-Disabled Veteran-Owned Small Business (SDVOSB) to renovate the Lake Nona Canteen at the Orlando VA Healthcare System. The project involves comprehensive interior updates, including flooring replacement, wall repairs, kitchen reconfiguration, and mechanical/electrical system upgrades for approximately 22,777 square feet of facility space. Contractors must be registered in SAM.GOV, verified in the SBA's VetCert program, and comply with Davis-Bacon wage determinations. Evaluation criteria will focus on technical approach, specialized experience, past performance, and the contractor's ability to demonstrate healthcare environment renovation capabilities. Key dates include a mandatory site visit on 04/14/2025 at 3:00 PM EST, with questions due by 04/14/2025 at 10:00 AM EST, and proposals due on 05/19/2025 at 10:00 AM EST.
The solicitation is specifically set aside for SDVOSB contractors with a project value between $1,000,000 and $5,000,000. Contractors must perform at least 15% of the contract work with their own employees and maintain an Experience Modification Rate (EMR) of 1.0 or less. The project has a 540-calendar day performance period, with construction activities primarily conducted during evening, weekend, and holiday hours to minimize disruption to facility operations. Work will be performed at the Orlando VA Healthcare System located at 13800 Veterans Way, Orlando, FL 32827. Contractors must submit detailed documentation including safety records, OSHA compliance information, past project experience, and a comprehensive price breakdown across 34 construction divisions.
