1.0 EXECUTIVE SUMMARY
At the request of AKEA Design, Inc., GLE Associates, Inc. (GLE) conducted an assessment of Canteen at the Lake Nona VA Medical Center, located at 13800 Veterans Way, in Orlando, Florida on May 15, 2024. Specifically, the scope of services included the following:
Limited Asbestos-Containing Material (ACM) Survey Limited Lead-Containing Paint Screening Limited Poly-Chlorinated Biphenyls (PCB) survey Limited Mold Assessment
Consequently, this report is limited to the specified scope of services. While additional comments may be provided, the additional comments are submitted as a courtesy and are not intended to expand the original scope of this investigation. The scope of this survey did not include demolition of any building components, evaluation of architectural plans, or the quantification of materials for abatement purposes, or removal cost estimating. This report outlines the background information, our procedures and methodology, sample results, findings, conclusions, and recommendations.
The assessment was conducted by Mr. Brandon Christensen and Mr. Andy Fuentes of GLE. The asbestos survey was conducted pursuant to National Emission Standards for Hazardous Air Pollutants (NESHAP, 40 CFR 61) requirements. The lead-based paint survey was conducted using a modified version of the Department of Housing and Urban Development (HUD) survey methodology and in general accordance with Environmental Protection Agency (EPA) guidelines.
No asbestos was detected in the sampled materials:
Drywall with Joint Compound 2’x2’ White Pinhole Ceiling Tile Gray Slab
White Wall Texture Brown Floor Surfacing
No lead was detected above the laboratory’s reporting limit for the following sampled paint:
Brown paint on drywall wall
No PCBs were detected above the laboratory’s reporting limit for the following sampled caulk:
Brown caulking associated with the slab Clear caulking associated with dishwasher
Visibly mold-impacted materials were observed in the Cart/Can wash area, the Dishwashing area, and in front of the elevators.
2.0 METHODOLOGY
2.1 ASBESTOS SURVEY
The survey was performed by visually observing accessible areas within the scope of work. An EPA/AHERA accredited inspector performed the visual observations (refer to Appendix A for personnel qualifications).
After the overall visual survey was completed, representative sampling areas were determined.
The surveyor delineated homogeneous areas of suspect materials and samples of each material were obtained, in general accordance with regulations as established by the Occupational Safety and Health Administration (OSHA) and NESHAP. The field surveyor determined sample locations based on previous experience.
Both friable and non-friable materials were sampled. A friable material is one that can be crushed when dry by normal hand pressure. This survey did not include the demolition of building components to access suspect material.
After completion of the fieldwork, the samples were delivered to GLE’s National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory, for analysis. The samples were analyzed by Polarized Light Microscopy (PLM) coupled with dispersion staining, in general accordance with EPA-600/R-93/116. Utilizing this procedure, the various asbestos minerals (chrysotile, amosite, crocidolite, actinolite, tremolite, and anthophyllite) can be determined. The percentages of asbestos minerals in the samples were visually determined by the microscopist.
Please note that the EPA designates all materials containing greater than one percent asbestos as an “asbestos-containing material” (ACM).
Regulated Asbestos-Containing Material (RACM) is defined as (a) Friable asbestos materials, (b) Category I non-friable ACM that has become friable, (c) Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or (d) Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation operations regulated by this subpart.
Category I and Category II non-friable ACM, as defined by the EPA:
Category I non-friable ACM means asbestos-containing packings, gaskets, resilient floor covering, asphalt roofing products, and pliable sealants and mastics that are in good condition and not friable, containing more than one percent asbestos, as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, PLM.
Category II non-friable ACM means any material, excluding Category I non-friable ACM, containing more than 1 percent asbestos as determined using the methods specified in Appendix E, Subpart E, 40 CFR Part 763 Section 1, PLM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
2.2 LEAD-CONTAINING PAINT SCREENING
It is GLE’s understanding that the survey was conducted to provide information needed to comply with 29 CFR Part 1926 “Lead Exposure in Construction; Interim Final Rule” for future demolition and/or renovation activities. The Scope of the “Lead Exposure in Construction; Interim Final Rule” “…applies to all occupational exposure to lead in all construction work in which lead, in any amount, is present in an occupationally related context.” Due to the lack of a firm correlation between lead levels in paint and airborne lead levels during construction activities, OSHA has developed task-related triggers that require the implementation of the provisions required in 29 CFR Part 1926. Demolition and/or renovation activities involve tasks covered under this standard.
The limited survey was performed by observing and testing accessible painted component surfaces of the building. The sampling protocol used in this lead paint survey is a modified version of the survey methodology established by HUD. The protocol was modified to conform to the specific parameters of this project.
After the overall visual survey was completed, an inventory of painted surfaces was developed. The surveyor then subdivided the areas into homogeneous areas of apparent similar paint history.
Sampling of the paint surfaces was performed by collecting representative paint chips. All samples were submitted to EMSL Analytical, Inc., an accredited laboratory recognized under EPA’s National Lead Laboratory Accreditation Program (NLLAP). These samples were analyzed by EPA Method SW 846 3050B/7000B and the results are reported in percentage of lead by weight of the paint sample (% Wt).
2.3 PCB-CONTAINING CAULK SURVEY
GLE assessed immediately accessible areas of the subject location for visual evidence of suspect PCB-containing materials, such as caulking and/or sealants. The collected samples were submitted to EMSL, an accredited laboratory recognized under the National Environmental Laboratory Accreditation Program (NELAP). The samples were analyzed via EPA Method SW846 8082A for nine common Aroclors.
2.4 VISUAL MOLD ASSESSMENT
GLE assessed immediately accessible, interior areas of the subject building for visual evidence of water and/or mold-impacted materials, including, but not limited to, building materials exhibiting visible water staining, water damage, mold growth, and/or elevated moisture content. Non-destructive visual observations were utilized for this task.
A FLIR Systems Model E-40 and/or Model C2 infrared thermal camera was utilized to scan readily accessible interior areas of the subject facility for indications of thermal anomalies indicating potential elevated moisture content. Moisture content measurements were confirmed with a hand held moisture meter, a GE Protimeter SurveyMaster or equivalent instrument. The moisture meter was utilized to collect moisture measurements from areas exhibiting visible water intrusion. Elevated moisture measurements, greater than or equal to 20% Wood Moisture Equivalent (WME) or Moisture Content (MC), may be an indication of previous or active water intrusion, and may provide an environment favorable for fungal proliferation.
Particulate surface samples were collected of assumed mold growth to identify the genus, growth stage (spores, intact hyphae, hyphae fragments, etc.), and to estimate the density and/or potential spread at the time of sampling. The samples were delivered, under strict chain-of-custody, to EMSL, an AIHA EMLAP/A2LA-accredited laboratory, for viable and non-viable mold spore analysis. Semi-quantitative results were reported as counts of fungal structures, to include spores, hyphae, and other particulates. See Appendix F for laboratory analytical results.

4.0 CONCLUSIONS AND RECOMMENDATIONS
1. No asbestos-containing materials, lead-containing paints, or PCB-containing caulks were identified in the scope of this survey.
2. Visibly water-stained and mold-impacted materials were observed in the assessed areas as outlined in Table 3.4-1.
3. The results of the particulate surface sampling are indicative of fungal growth associated with the sampled surfaces.
Based on the findings of the assessment, GLE recommends the following:
1. All water/mold damaged building materials identified in Table 3.4-1 should be properly remediated in accordance with the remediation recommendations presented in Appendix G - Remediation Recommendations.
2. All non-porous building materials (such as wood, metal, glass, tile, painted plaster, plastic, etc.) exhibiting surficial mold growth and/or particulate accumulation should be properly cleaned by a qualified mold remediation contractor utilizing damp-wiping and HEPA-vacuuming techniques. During remediation/cleaning activities, HEPA-filtered negative air machines should be operated in the re-circulation mode (scrubbing) to continuously filter the air within the identified portions of the site. The air scrubbing equipment should be relocated periodically to enhance the entrainment and subsequent filtration of airborne fungal spores within the identified portions of the site. Additionally, all horizontal surfaces within the identified portions of the site should be HEPA vacuumed and damp (not wet) wiped.
All porous building materials (such as upholstered furniture, linens, window treatments, carpet, etc.) exhibiting surficial mold growth should properly cleaned or laundered. Materials exhibiting mold growth following cleaning should be discarded.
3. GLE further recommends that post mold remediation confirmation testing
(PMRCT) be performed to assess the effectiveness of mold remediation activities. Indoor and outdoor baseline air samples should be collected and analyzed to determine the presence of interior mold spore concentrations in the affected areas of the structure.
5.0 LIMITATIONS
GLE performed the scope of services as presented in our proposal. Reasonable effort has been made by GLE personnel to assess representative locations within the facility. Destructive sampling was not utilized as part of this assessment. GLE assumes no liability for existing conditions or damage within the subject facility or for any consequential effects that may result from our services and collection of field samples and measurements.
The information contained in this report was prepared based upon specific parameters requested by the client. If additional information is available or becomes available, it should be forwarded for our review to determine if changes to our conclusions and recommendations are necessary. The data and evaluation in the report reflects conditions identified at the time of our site visit, and should not be construed as being representative of the site at a later date. GLE assumes no liability for any perceived or documented health effects of tenants, visitors, contractors, or any other individual that has or may come in contact with the building that may be attributable to the conditions present within the building.
The information contained in this report was prepared based upon specific parameters and regulations in force at the time of this report, and is only for the specific use of the client and GLE.
GLE accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, unless written authorization has been obtained from GLE. This report is not intended to be used as a document to render health related opinions.
Because of the hidden nature of many building components (i.e. within mechanical chases), it may be impossible to determine if all of the suspect building materials have been located and subsequently tested. Destructive testing in some instances is not a viable option. We cannot, therefore, guarantee that all potential ACM, mold, PCBs or lead-containing paint has been located.
For the same reasons, estimates of quantities and/or conditions are subject to readily apparent situations, and our findings reflect this condition. We do warrant, however, that the investigations and methodology reflect our best efforts based upon the prevailing standard of care in the environmental industry.
Any materials found during construction activities, either not addressed in this survey report, or similar to the materials identified in this survey report, should be assumed to be hazardous until sampling and analysis documents otherwise.
