About this opportunity

The Department of Veterans Affairs Veterans Health Administration, through Network Contracting Office 21, is procuring construction services to modernize emergency power systems at the Sparks M. Matsunaga VA Medical Center in Honolulu, Hawaii. The scope of work encompasses replacement of diesel generators at three buildings (Building 32A, Building T-1 E-Wing, and Building 30), including construction of fire-rated shaft wall assemblies, upgrades to fire suppression systems, installation of new fuel pump systems and distribution infrastructure, DDC system integration for monitoring, seismic bracing, underground conduit installation, and hazardous material abatement including potential asbestos removal. Contractors must demonstrate the ability to maintain 24/7 medical center operations during construction, comply with extensive safety and quality control requirements including OSHA 10-hour training and three-phase inspection protocols, and meet prevailing wage obligations established by the Hawaii General Decision wage determination. The evaluation will assess contractor qualifications based on safety performance records (no more than three serious or one repeat OSHA/EPA violations in the past three years), Experience Modification Rate (1.0 or less), and technical approach to project execution. Critical dates include a mandatory pre-proposal site visit on April 22, 2026, at 9:00 AM HST, with proposals due May 17, 2026, at 12:00 PM HST via email, and an estimated 240-calendar-day performance period beginning after Notice to Proceed issuance, with expected completion by February 19, 2027.

This solicitation is designated as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 236220 (Commercial and Institutional Building Construction) with a $45 million size standard, meaning only certified SDVOSB firms are eligible for award. No incumbent contractors are identified in the pre-solicitation notice. The estimated project magnitude is between $2 million and $5 million for firm-fixed-price construction services. Offerors must submit bid bonds equal to 20 percent of the proposal price (not exceeding $3 million), with performance and payment bonds required within ten days of award. All potential offerors must be currently registered in the System for Award Management (SAM.gov) with verified SDVOSB certification in the SBA Small Business Search database at both offer submission and time of award. Questions regarding the solicitation should be directed to Contract Specialist Kayla Haruguchi at kayla.haruguchi@va.gov or 808-539-1304, or to Contracting Officer Daniel Jhun at daniel.jhun@va.gov.
