About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VHA) has issued a Request for Proposal (RFP) for a Single Award Task Order Contract (SATOC) for construction services at the Central Western Massachusetts Healthcare System. The contract will provide general construction, maintenance, alteration, and repair services for buildings and structures at the Edward P. Boland VA Medical Center in Leeds, Massachusetts. The solicitation requires offerors to be Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with specific technical capabilities, including comprehensive project management, safety protocols, and infection control measures. Proposals will be evaluated using a best value tradeoff source selection approach, with past performance and technical factors considered significantly more important than price. The proposal submission deadline is May 19, 2025, at 2:00 PM EDT, with electronic submissions required through the specified government channels.
The contract is designated as a 100% SDVOSB set-aside with a contract ceiling of $7 million over a five-year period and individual task order limits of $500,000. The initial seed project involves replacing electronic signs and external navigation signage, with a detailed scope of work including ten off-campus wayfinding signs and a new LED display. Contractors must use RS Means cost estimating data and propose a coefficient rate for future task order pricing, with a North American Industry Classification System (NAICS) code of 236220 and a small business size standard of $45 million. The place of performance is located in Leeds and Northampton, Massachusetts, with work to be conducted primarily during business hours (Monday-Friday, 8 AM to 4:30 PM). Offerors must be certified in the Veteran Small Business Certification (VetCert) database and demonstrate compliance with extensive federal construction and safety regulations.

Pre-Bid RFI Questions and Answers
1. Please identify the intended SOW for the Electronic Sign Work. The drawings supplied are from an Electrical Site Lighting Plan and discuss installing new underground conduit, hand holes and conductors and also talks about site lighting replacement but the SOW does not mention replacement of any conduit but does mention replacing wiring. Please clarify.
Answer: This work was taken out of a larger project. The SOW is the bubbled in area within detail 2 on ESS116. There is no site lighting as part of this project.
2. In supplemental requirements B 2, Any cellular communications should be provided as a lifetime data plan. Rates will continue to fluctuate through the lifetime plan. Is this also the assumption of the VA.
Answer: Unlimited lifetime data plans are a one-time fee at the time of install. The cellular plan should be unlimited and provided for the life of the display at no additional cost, subscription, or renewal fees.
