About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA VISN 19) is seeking electrical contractors to replace the Motor Control Center (MCC) Panel BF118 and Automatic Transfer Switch (ATS) at the Oklahoma City VA Medical Center. The solicitation requires a contractor to provide comprehensive labor, equipment, materials, and supervision to remove the existing 480V, 600A, 3-phase, 3-wire Motor Control Center and install a new 480V, 600A, 3-phase, 4-wire Motor Control Center, along with a new 600A, 4-pole Automatic Transfer Switch. Proposals must be submitted by July 26, 2024, at 2:00 PM Central Time, with evaluation likely focusing on past performance, technical capabilities, and compliance with VA specifications. The contractor must develop a detailed project schedule, submit shop drawings, follow stringent safety requirements, and provide operations and maintenance manuals. Contractors will be expected to execute the work with minimal disruption to the Medical Center's ongoing operations.
The solicitation is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with the project magnitude estimated between $500,000 and $1,000,000. The work will be performed at Building 100 of the Oklahoma City VA Medical Center, with specific requirements for phased implementation and temporary power management during the transition. Contractors must adhere to strict ICRA (Infection Control Risk Assessment) containment protocols, with maximum shutdown periods limited to 30 minutes to 1 hour for power transfers. The project will require a minimum 2-week notification prior to any system shutdowns and must maintain continuous medical facility operations. Contractors will be provided a designated lay-down and staging area, and must submit comprehensive plans for construction fencing, power transfer, and operational continuity. The VA will provide the existing MCC panel equipment to be replaced, and the contract is subject to the availability of funds.
