About this opportunity
The Department of Veterans Affairs is soliciting quotations for commercial floor replacement services at the VBA Boise Regional Office under solicitation number 36C10D26Q0077. The project involves removing approximately 2,238 square feet of existing resilient tile and carpet tile flooring and replacing it with commercial-grade Luxury Vinyl Plank (LVP) 20mil flooring, including installation of a 6-inch cove base and transitional thresholds at seven single doors and one double door entry. Key contract requirements include contractor responsibility for all labor, materials, tools, and equipment; obtaining PIV-I security badges for a minimum of two foremen or management-level personnel through fingerprinting at least 10 days prior to work commencement; submission of material submittals for government approval; and compliance with Buy American requirements, Davis-Bacon prevailing wage rates, and FAR Part 12 Simplified Acquisition Procedures. The Government will award a firm-fixed-price contract to the responsive and responsible offeror offering the best value, evaluated primarily on past performance and price. The deadline for quote submission has been extended to April 28, 2026 at 1:00 PM Mountain Time, with the mandatory site visit rescheduled to April 21, 2026 at 10:00 AM Mountain Time, and questions due by April 23, 2026 at 1:00 PM Mountain Time.
This procurement is 100% set-aside for certified Service Disabled Veteran-Owned Small Business (SDVOSB) concerns, with offerors required to maintain verified SDVOSB certification in the SBA certification database at the time of quote submission and contract award. No incumbent contractor is identified in the solicitation materials. The solicitation does not specify an award value or budget range. Installation must commence within 45 days of contract award and be completed within 7-9 days (5 weekdays plus up to two weekends), with the Regional Office expected to close for no longer than 5 weekdays during project execution. The work will be performed at 444 West Fort Street, Boise, Idaho 83702, located on the VA Medical Center campus, with preferred contractor access through the rear parking lot and back door entry. Offerors must be registered in the System for Award Management (SAM) and comply with limitations on subcontracting, which restrict payment to non-SDVOSB firms to 85% of contract value, excluding material costs.
