The purpose of this amendment is to:

1 - Respond to contractor submitted questions.

2 - Post SOW 4-23-26, correcting the typographical error to reflect 20mm in paragraph 2.4 and updating the estimated square footage from 2,000 to 2,238 square feet.

3 - Extend the due date for the Request for Quote to Thursday, April 30, 2026 at 10AM MT.

1. What are the “buy America” requirements for this contract?

See solicitation – specifically 52.225-9 Buy American Certificate – Construction Materials.

2. What are the warranty requirements?

Standard government construction warranty

3. Are there specific storage areas for large items being moved?

There is a room across the hall from the break area which can house larger items.

4. Is the LVP required to be glued down?

Yes, per the SOW

5. Has there ever been drilling for moisture issues?

No

6. Where can materials be stored?

Materials can be stored in the same room as the large items.

7. Where can a dumpster be located?

A dumpster may be located in the rear parking lot. The parking lot will be clear of employee and Government vehicles for the duration of the project.

8. Are there additional security measures for evening work?

No

9. Please clarify the extent of contractor responsibility for moving furniture, appliances, and modular desk systems, including disassembly and reinstallation.

Additionally, confirm if any items will be removed by the Government prior to project start. Please also confirm the total quantity of furniture pieces and the number of refrigerators that will need to be moved. Additionally, please confirm whether any vending machines or water dispensers on-site will be removed by the facility prior to the start of work or if relocation will be the contractor’s responsibility.

Per the SOW, the modular desks in the 2 offices will be removed and reinstalled by the contractor. Two refrigerators will need to be moved by the Contractor. These may be relocated to the back patio and tarped in the event of inclement weather. The Government will remove all seating, tables, trash cans, and floor ice machine in the break area. The vending machine will be relocated by the Government’s vendor.

10. The SOW indicates the building will be closed for up to five weekdays. Please confirm whether the contractor will have full and unrestricted access during this period and whether the entire work area will be vacated. Please confirm the specific entrance and exit points to be used by workers, and identify where materials may be stored prior to the start of the project.

The building will be closed on weekends and access on Saturday and Sunday is unrestricted, although it is still preferred the back door is used for Contractor entry, delivery, and debris removal. As a reminder, doors will not be propped and left unattended. After the lobby offices are completed, the front lobby area of the building will be re-opened to the public and the Contractor should not use this entry. The hallway and breakroom area will be vacated for the duration of the project. At minimum of one badged supervisor/employee must be on site at all times while building is occupied by Contractors.

11. The SOW specifies "25mm commercial LVP flooring." Please confirm if this is correct.

Updated SOW dated 4-23-26 is posted to reflect correction of 20mm in paragraph 2.4 Installation of Commercial LVP Flooring.

12. Please confirm whether a specific adhesive product or manufacturer is required.

Adhesive should be per manufacturer’s recommendation for flooring brand/type selected.

13. Please confirm whether moisture testing (ASTM F2170 or F1869) is required prior to installation.

Moisture testing is not required.

14. Please confirm whether hazardous material testing (including asbestos in existing flooring or adhesive) has been performed and provide any available reports.

HAZMAT testing has not been performed. This facility was constructed in 2008/2009 and no asbestos materials were used.

15. Please verify the size/height/thickness of the existing cove base currently installed.

Cove base material is “Rubber Base, Johnsonite – Colormatch ‘Brown’ 47, 6”H”.

16. Please confirm whether the work is to be completed in a single phase or if sequencing between different areas is required.

The lobby offices should be prioritized and completed first after work commences. The project will be completed in a single timespan without interruption.

Additional Solicitation:

1 – The SOW has been updated the floor area to be removed and replaced from estimated 2000 sq ft to estimated 2238 sq ft.
