About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 seeks parking lot replacement and expansion at James J. Peters Bronx VAMC, with sealed bids due August 24, 2026 at 2:00 PM EST. This is an SDVOSB set-aside procurement, restricting competition to Service-Disabled Veteran-Owned Small Businesses.

Place of performance is Bronx, New York (130 West Kingsbridge Road). The NAICS code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. The contract is firm-fixed-price with a mandatory 150-calendar-day performance period from Notice to Proceed. Construction magnitude falls between $1,000,000 and $5,000,000.

Scope encompasses demolition of existing asphalt, concrete, and utilities; site grading and preparation; installation of 65 proposed parking spaces with reinforced concrete driveways; construction of retaining walls, curbs, and sidewalks; stormwater management systems; landscaping; electrical site lighting with underground and above-ground conduit; two LED electronic message signs; ADA accessibility compliance; and submittal of safety plans, as-built drawings, and warranties. Estimated rock excavation is 4,000 cubic yards; contractors must include this as a distinct line item with fixed cost between $200,000 and $400,000, plus a separate $100,000 add allowance for additional tree excavation and rock removal in the base bid. All excavation shall be single, all-inclusive unit pricing with no separate change orders for rock encountered up to the 4,000 CY estimate.

Key requirements include pre-bid site visit completion (held July 20, 2026), submission of a bid bond (minimum 20% of bid price, not to exceed $3,000,000), Buy American Act certification, VAAR 852.219-75 subcontracting limitations certificate, SAM.gov registration and verified SDVOSB certification, VETS 4212 Federal Contractor Reporting compliance, and assignment of a dedicated full-time site superintendent with minimum five years relevant experience. Contractors must hire a professional geotechnical engineer for soil testing and excavation evaluation prior to work commencement; if excavation exceeds 5 feet depth, the engineer must design shoring per specification 31 20 00. All project management and official correspondence must be conducted through Autodesk Construction Cloud platform. Work is restricted to normal business hours (8:00 AM to 4:30 PM eastern time, Monday through Friday, except federal holidays). Prevailing wage rates apply per Department of Labor determinations for New York construction trades. Contracting officer is Patricia Cordero. Four amendments (A0001 through A0004) have been issued, the most recent on August 20, 2026, clarifying rock excavation pricing and geotechnical engineer requirements.
