About this file
This is an Amendment to Solicitation (SF 30 Form A0002) for IFB Solicitation 36C24226B0044, issued by the Department of Veterans Affairs James J. Peters VA Medical Center in Bronx, New York. The amendment extends the bid opening date to Monday, August 24, 2026 at 2:00 PM EDT and includes fifteen Requests for Information (RFI) responses that clarify project requirements for the Expand Parking Lot project (Project 526-17-107). Key clarifications include: asphalt paving shall occur during normal business hours (M-F, 8:00 AM-4:30 PM); existing aggregate/stone bedding cannot be reused for new work; contractors must perform professional surveying including topography verification, utility location, and as-built drawings in AutoCAD; contractors must provide their own temporary field office trailer with all utilities; the 12-inch subbase thickness is correct; contractors may use 8-foot-high chain link fence instead of 7-foot; all excavation is unclassified with no additional payment for rock excavation; conduits are assumed to be approximately 8 feet deep; and contractors must hire a geotechnical engineer to provide soil testing and a geotechnical report prior to excavation.
The amendment also provides a revised Bid Sheet with three line items: Base Bid, Conduit Excavation, and an Add Allowance of $100,000 for additional tree excavation and rock removal, with the total base bid determining the low bid award. Additional requirements clarified include installing two LED signs (one near Kingsbridge and Sedgewick, another at Kingsbridge and Webb Ave) with associated trenching and conduit installation at no additional cost; providing traffic management for vehicles using the asphalt driveway; removing and reinstalling ceiling tiles for fiber optic cable routing in Buildings 100 and 105; and applying reflective glass beads only to crosswalk markings while using MPI No. 97 Traffic Marking Paint for other pavement markings. All amendments must be acknowledged with submitted bids, no further RFIs will be accepted, and contractors must submit an original Bid Bond to be deemed responsive. This is an SDVOSB Set-Aside procurement.

Parking Lot Replacement and Expansion Project No. 526-17-107 VA Medical Center, Bronx, NY
August 4, 2026
Contractor RFI’s VA/AE Responses
1) Please advise the work hours for the work of asphalt paving, as it takes additional costs to open the asphalt plant after regular work hours and on weekends.
VA Response: Asphalt paving shall occur during normal business hours of M-F, 8am-4:30pm.
2) There is a spec section for Site Surveys. Please advise what type of surveys are required and if contractor hast to hire a professional survey company?
AE Response: The Contractor shall perform surveying as required to complete the project work which includes verifying topography, locating utilities, construction layout and as-built record drawings in AutoCAD. A boundary survey is not required, and permanent monuments are not required. A professional survey company is required.
3) Please advise if the existing aggregate/stone bedding of the subbase can be reused for all the new work of concrete pavement, concrete sidewalk, asphalt paving, etc.
AE Response: The existing aggregate/ stone bedding of the subbase cannot be reused for new work.
4) Please advise if contractor should have his own temporary field office trailer or office space will be provided by VA inside the building.
VA Response: Contractor shall be permitted to bring a temporary field office trailer set onto the construction area. There are no VA utilities readily available at the construction site to be used. All temporary utilities for this trailer shall be provided by the Contractor (i.e. electrical generator, potable/domestic water tank, WiFi, and deliveries to support). Location will be near work site, and be established upon receipt of NTP
5) Detail no. 6 on drawing CP-102 shows 12” thick subbase for new asphalt paving. Please confirm 12” thickness is correct and if existing subbase can be reused?
AE Response: Yes 12" thickness is correct. Existing subbase cannot be reused.
6) Drawing G-100 construction note no.26 states to install 7-foot-high chain link fence. The fence size available in market are 6’ foot or 8 foot high. Please advise.
AE Response: Contractor may use 8 ft high fence.
7) Drawing G-100 construction note no.28 states contractor shall include in its bid 3,500 CY of rock excavation. Is this correct? Also where is this rock excavation location found/encountered? Is it throughout the project area? Please clarify in detail, also modify the bid form to include the line item for the rock excavation quantity.
AE Response: Use the latest 100% drawings issued as an amendment to this solicitation. Note 28 on G-100 states that all excavation is unclassified and no additional payment will be made for any rock excavation. Refer to Drawing CP-108 provided for historical information purposes only.
8) Drawing G-100 construction note no.57 states if underpinning or any other type of similar support of an existing structure is required, the contractor shall be responsible to provide the underpinning or support at no additional cost to the VA. Please advise where is agency anticipating this work? Also please identify this work on project drawings.
AE Response: The use of underpinning is a means and methods of the Contractor. A specific location is not indicated on the drawings and therefore the Contractor shall make its own determination as to its necessity.
9) Drawing G-100 construction note no.33 states to provide traffic management. Please clarify in detail what kind of traffic management is required?
AE Response: Traffic management of vehicles traveling the asphalt driveway along the project is required while working in or around the roadway. Temporary road closures or restrictions, as permitted by the VA, would have to be coordinated with the COR.
10) Drawing ED-101 key note no.1 states to remove the existing conduits. Please advise what is the depth of this conduit which is below the grade level?
VA Response: Contractors must assume all conduit depths are approximately 8 feet deep. Bidding contractor must include a separate line item on the bid sheet for this cost, in the event that the depth is less. Revised bid sheet will be issued with this amendment and RFI responses.
11) Drawing E-102 key note no.1 states to provide fiber optic cable. Does contractor have to remove and reinstall all the existing ceiling in the route of fiber optic cable? Also is this a 2’ x 2’ acoustical ceiling system or gypsum board ceiling system? Please clarify in detail as replacing the ceiling system is expensive.
AE Response: Contractor is to remove and reinstall all the existing ceiling tiles in the route of the fiber optic cable. Contractor is responsible for the final routing of the conduit withing the space above the corridor ceiling. The corridor ceiling in Building 105 Ground Floor where the fiber optic cable is to be routed is comprised of PVC vinyl-faced gypsum lay-in panels, commonly called "clean room tile" or "vinyl rock." Building 100 ceilings are standard ACT. The panels are 2’x2’ in a ceiling tile grid. Contractor to re-use tiles to the extent that they are not damaged and must replace any damaged tile with new.
12) As there is excavation work involved, please provide a geotechnical report.
AE Response: There is no geotechnical report available for the site. Contractor will be required to provide a geotechnical report as per RFI 13 response below, and for soil testing, prior to start of any excavation. Contractor may also refer to Drawing CP-108 for historical information.
13) Please specify what is the depth of water table from surface/ground level.
AE Response: There is no geotechnical report available for the site. As per VA response below and highlighted spec section, contractor will be required to provide a geotechnical engineer for soil testing, borings, etc.
Contractors may also refer to Drawing CP-108 provided for historical information purposes only and in particular note the Test Boring Logs which recorded the groundwater conditions at that time and location.
VA Response: The contractor shall provide a geotechnical report by hiring a geotechnical engineer. This will be a requirement for this project as per below spec section: (See below snapshots)
14) Amendment no.1 was issued with final 100% drawings and specifications, therefore requesting agency to extend the bid date by two more weeks so that our subcontractors and vendors get adequate time to review these drawings.
VA/CO Response: The bid date will be extended. Please see SF30 amendment issued with the RFI responses for exact date/time of extension.
15) What is the difference between the original drawings and drawings issued via amendment no.1? can agency mark the differences with bubbles/clouds? If there is a major difference in drawings then please allow more me to ask RFI’s.
AE Response: The original plans and specifications were an older 2019 set and are voided. Use the current plans and specifications issued in Amendment No. 1. No comparison between the two is available. However, revised drawings do show more detail than previous drawings overall.
1. The SOW directs the contractor to install two (2) new LED signs, complete. Please advise where the second sign is located or the applicable call-out on the plan. Currently, it appears there is only one (1) LED sign at the corner of Kingsbridge and Sedgewick.
VA Response: There is one LED sign shown on the drawings near the corner of W Kingsbridge and Sedgewick. Another identical LED sign is located on the corner of W Kingsbridge and Webb Ave. The second sign is not shown on the plans. This sign is also to be replaced with a new one as shown on EP-113. Contractor is responsible for trenching, installing, and backfilling new power and data wires with conduit (detail 1 on EP-110) from this sign back to the closest point to tie the power to the circuit powering with the other sign and to run the data back to the IT rack in the Trailer on E-102. A pull box should be added to the utility loop located at the Plan Southeast corner to accomplish this. Bidding contractors must estimate the length for route and bid accordingly.
NOTE: Contractor will be responsible for all excavation and trenching required to perform all signage installation work at NO additional cost to the VA.
Also, ALL underground electrical installations including low voltage shall be in an encased concrete duct.
2. Reference paint spec section 32 17 23, part 2.2 Reflective glass beads: Please confirm these are to be used in parking lot. Reflective glass beads are typically used in the roadway, not in parking lots. Sherwin Williams Hotline Fast Dry Latex Waterborne Traffic Marking Paint is generally used in parking lots.
AE Response: Reflective glass beads are to be provided for all crosswalks markings. Contractor may omit reflective glass beads for other pavement markings and utilize Master Painters Institute (MPI) No. 97 - Traffic Marking Paint, Latex applied in accordance with the manufacturer’s requirements.
