About this file

This is Amendment A0003 to an Invitation for Bid (IFB) Solicitation 36C24226B0044 for a parking lot replacement and expansion project at James J. Peters VA Medical Center in Bronx, New York. The amendment supersedes the previous RFI #7 response from Amendment A0002 and provides revised guidance on rock excavation and electronic signage requirements. Bidders must acknowledge receipt of this amendment with their submitted bids, and the bid opening date remains Monday, August 24, 2026 at 2:00 PM EST. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside procurement administered by the Department of Veterans Affairs Network Contracting Office 2.

The amendment clarifies that excavation shall be a single, all-inclusive unit price with no separate adjustments for rock or buried concrete encountered, regardless of quantity up to or beyond the 4,000 cubic yard estimate. Contractors must include a distinct line item in their Schedule of Values titled "Anticipated Rock / Buried Concrete Excavation (up to 4,000 CY estimated)" with a fixed dollar value between $200,000 and $400,000. Additionally, the Bid Sheet Line Item 3 requires a $100,000 add allowance for additional tree excavation and rock removal, which is separate from the rock excavation estimate and must be included in the base bid. The amendment also confirms that two electronic signs are required, with design specifications detailed in the Statement of Work only, as conflicting information exists in the solicitation drawings. No further RFIs will be accepted, and all amendments must be acknowledged with submitted bids.

Parking Lot Replacement and Expansion Project No. 526-17-107 VA Medical Center, Bronx, NY

August 17, 2026

This amendment provides a revised response and clarification to RFI #7, previously posted in amendment A0002. The response below supersedes response provided in Amendment A0002. Please see revised response below:

Contractor RFI #7 VA/AE Revised Response

7) Drawing G-100 construction note no.28 states contractor shall include in its bid 3,500 CY of rock excavation. Is this correct? Also where is this rock excavation location found/encountered? Is it throughout the project area? Please clarify in detail, also modify the bid form to include the line item for the rock excavation quantity.

VA REVISED Response:

1. Unclassified Nature Remains in Effect. The contract unit price for excavation shall be a single, all-inclusive rate. No separate unit-price adjustments or change orders will be issued for rock or buried concrete encountered, regardless of actual quantity, up to or beyond the 4,000 CY estimate as per Note 28 below:

2. Mandatory Cost-Loaded Schedule Line Item in Schedule of Values (SOV) notwithstanding the unclassified payment structure, the Contractor shall include a distinct, identifiable line item within their proposed cost-loaded schedule (Schedule of Values) specifically designated for the anticipated rock/buried concrete excavation component. This line item will be required specifically for the Schedule of Values (SOW) following award and shall be clearly titled:

· “Anticipated Rock / Buried Concrete Excavation (up to 4,000 CY estimated)”

3. Fixed Dollar Range Requirement – The total dollar value assigned to this specific item shall not be less than Two Hundred Thousand Dollars and not more than four hundred thousand dollars.

The requirement for Line Item 3 on the revised bid sheet, as per Amendment A0002 is in “addition” to the above estimation of costs associated with 4,000 CY and does NOT exclude any cost for unclassified rock. Contractors must include this cost in their BASE BID and will be reflected in the SOV as indicated above.

To confirm, contractors must include the $100,000.00 add allowance in their bid sheet submission for Line item 3 as clearly indicated in the revised bid sheet provided in Amendment A0002.

Finally, once this project is awarded, the awardee must include a separate line item in their SOV to indicate the cost of the estimated 4,000 CY for anticipated rock removal.

This has nothing to do with the add alternate of $100,000.00 for bidding purposes.

No further clarifications will be made regarding this RFI. Contractors must bid accordingly.

End of RFI 7 clarification.

This is Amendment A0003 to IFB Solicitation 36C24226B0044, Expand Parking Lot at the James J. Peters DVA Medical Center, Bronx, NY.

This amendment provides the following for bidding contractors:

1. Revised response to previous RFI#7 for rock allowances. This response supersedes previous RFI #7 response issued with Amendment A0002. Contractors must bid accordingly based on the revised response issued with this Amendment A0003.

2. Confirm that Bid Sheet Line item 3: Add allowance of $100,000.00 is still required and has nothing to do with the rock excavation estimate in Note 28 of Drawing G-100. Please pay attention to the revised RFI #7 response as contractors must include a rock estimate of 4,000 CY in their base bid as described in the RFI #7 response on the continuation page of this amendment.

3. Confirm that TWO electronic signs are required for this project, and the basis of design for the signs are detailed in the solicitation SOW. Contractors must refer to the solicitation SOW only, as the solicitation drawing contains conflicting information. Contractors must bid accordingly.

The bid opening will be held on Monday, 8/24/2026 @ 2PM EST. No emailed bids will be accepted.

Thank you for your interest and participation in this solicitation.
