About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is seeking qualified contractors to inspect and repair fire dampers at the Margaret Cochran Corbin VA Medical Center, Manhattan Campus, located at 423 East 23rd Street, New York, NY 10010. The project encompasses four phases: Phase I inspection services in Buildings 1 and 6, Phase II fire damper repairs in Building 6, Phase III fire damper repairs in Building 1, and Phase IV updating of life safety and damper drawings. Contractors must demonstrate a minimum of five years' experience inspecting and repairing fire dampers in healthcare facilities and five years of NFPA experience, and must be registered in SAM with verified/certified Service-Disabled Veteran Owned Small Business (SDVOSB) status. The procurement will be evaluated as a sealed bid, firm-fixed-price contract, with bids due by 11:00 AM EDT on March 19, 2026, with a mandatory pre-bid site visit on February 26, 2026, at 11:00 AM EST and the written Request for Information deadline of March 5, 2026, at 2:00 PM EST. Key requirements include developing a comprehensive Accident Prevention Plan, Quality Control Plan, and Interim Life Safety Measures documentation, maintaining a full-time Site Safety and Health Officer with current professional safety certification and minimum three years of construction safety experience, and complying with prevailing wage rates established by the U.S. Department of Labor for New York State construction work.

This is a 100% SDVOSB set-aside procurement, with no small business subcontracting limitations beyond the requirement that no more than 75% of government payments (excluding material costs) may be paid to non-certified SDVOSB/VOSB firms. The estimated project value ranges between $250,000 and $500,000, with the contract performance period spanning 365 calendar days from Notice to Proceed. The scope of work addresses significant deficiencies identified in prior inspections: Building 1 had 326 total dampers inspected with 109 failures (33%) and 62 inaccessible dampers (19%), while Building 6 had 270 total dampers inspected with 52 failures (19%) and 4 inaccessible dampers (1%). Primary deficiencies requiring remediation include installation of duct access doors, replacement of dampers with broken or twisted springs, motor replacement or power restoration, linkage adjustments, and complete replacement of dampers unable to fall properly. Work must be performed during normal business hours (8:00 AM to 4:30 PM Monday-Friday, excluding holidays) with off-hours work required for Infection Control and Risk Assessment (ICRA) constraints, and the contractor must utilize VISN 2's Autodesk Build Construction Cloud platform for project management and official correspondence throughout the contract duration.
