About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is seeking contractors to replace hot water generators in three buildings (B24, B51, and B53) at the St. Louis VAMC Jefferson Barracks facility in Missouri. The scope includes complete demolition and removal of existing failing domestic water heating equipment and installation of new steam water heaters, with Building 24 requiring two horizontal instantaneous steam water heaters mounted in one rack, Building 51 needing two semi-instantaneous vertical packaged steam water heaters, and Building 53 requiring two similar vertical units to address end-of-life equipment and Legionella prevention compliance. The contractor must provide all supervision, tools, labor, materials, equipment, transportation, and testing necessary for complete project execution, including general construction, mechanical, plumbing, and electrical work. This procurement falls under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and PSC code Z1DA (Maintenance of Hospitals and Infirmaries). The response deadline is September 18, 2025 at 10:00 Central Time, with the contracting office located in Leavenworth, Kansas and Jennifer Hill serving as the point of contact.
This opportunity is designated as a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), restricting competition to qualifying firms within this socioeconomic category. The project involves replacing specific equipment including a 3,000 MBU capacity heat exchanger in Building 24, two semi-instantaneous packaged units in Building 51's Room BA-102, and two steam-to-domestic hot water tube heaters with approximately 947-gallon tanks each in Building 53's Room GS13. The existing equipment has been identified as failing, at end-of-life, and in poor condition, necessitating complete replacement to maintain facility operations. The solicitation number is 36C25525R0138, and the project number is 657-24-109JB. No incumbent contractors or specific award values are mentioned in the available documentation, though the comprehensive nature of the work suggests a substantial mechanical contracting project requiring specialized expertise in institutional hot water systems.

In Building 24 (the existing single steam to domestic hot water converter is located in the basement in Room G015 and is in poor condition. It is assumed the unit capacity is a 3,000 MBU heat exchanger. The existing hot water converter is a horizontal shell and tube configuration mounted on a steel stand up against the wall. The replacement will be two new horizontal instantaneous steam water heaters mounted in one rack/stand. In Building 51 the existing (2) two semi-instantaneous packaged steam to domestic hot water heaters are both at the end of their useful life. The location of these water heaters is in Room BA-102. The replacement will be two identical semi-instantaneous vertical packaged steam water heaters. In Building 53 there are (2) two steam to domestic hot water tube heaters inside of tanks that, besides not meeting Legionella prevention requirements, are at end of life and need replacement. The tanks are located side by side in Room GS13 and are approximately 947 gallons each. The replacement will be two semi-instantaneous vertical packaged steam water heaters, similar to the heaters in Building 51.
