About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin seeks general construction services for Electronic Health Records Management (EHRM) infrastructure upgrades at the H. John Heinz III VA Medical Center in Pittsburgh, Pennsylvania, with proposals due August 5, 2026. This is a 100% competitive set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The procurement includes brand-name-only requirements justified under 41 USC 3304(a)(1), restricting certain components to specified manufacturers for standardization and compatibility with existing physical access control and video surveillance systems.
Place of performance is Pittsburgh, PA 15240. Work spans ten buildings (32, 49, 50, 51, 52, 53, 69, 70, 71, and associated facilities) and includes general construction, demolition, renovation, electrical upgrades, HVAC system replacements (split systems, VRF units, and CRAC units), UPS system installation, building management system integration, communications infrastructure (Category 6A cabling and fiber optic backbone), physical security integration, and asbestos abatement. The contractor must engage Miller Information Systems as the mandatory subcontractor for physical access control and video surveillance integration. All new security devices must use HID Smart Card Readers, HES Electric Strikes, GRI Magnetic Contact Switch Sets, Radionix Request-to-Exit Sensors and Motion Detectors, and Avigilon Unity H6A Fisheye Cameras. The procurement is firm fixed-price with a construction magnitude between $20 million and $50 million. The mandatory performance period is 730 calendar days from Notice to Proceed; work must commence within 10 calendar days of award. NAICS 236220, PSC Z1DA.
Offerors must demonstrate relevant experience on at least two projects valued at $15 million or more completed at occupied medical facilities, with specific experience in infrastructure coordination, utility work planning, and telecommunications system installation. Technical proposals are limited to 30 pages. A bid guarantee of 20 percent of the proposal price (not to exceed $3 million) and performance/payment bonds per FAR 52.228-15 are required. Contractor personnel requiring VA facility access must undergo background investigations and Personal Identity Verification (PIV) credentialing per VA Directive 0710. All offerors must be registered in SAM.gov and maintain current SDVOSB certification. The prime contractor cannot pay more than 85 percent of the government-paid contract amount to non-SDVOSB or non-VOSB subcontractors (material costs excluded). Standard prevailing wage rates per Davis-Bacon Act apply; normal working hours are 7:00 AM to 4:30 PM Monday through Friday. The solicitation includes mandatory site visit on June 5, 2026 at 12:00 PM ET at Building 49 (FMS Offices). Amendment 0008, effective July 29, incorporates FAR 52.212-4 (Terms and Conditions—Commercial Products and Commercial Services, November 2023 with Deviation October 2025), increases the Volume II Price proposal page limit to 30 pages in Times New Roman 12-point font, and provides updated specifications, drawings, and technical questions tracker.
