About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 is soliciting bids for the upgrade of fire protection and emergency notification systems across five buildings (Buildings 14, 101, 102, 103, and 104) at the VA Illiana Health Care System in Danville, Illinois. The work includes installation of new fire alarm control panels, notification appliances, smoke detectors, manual pull stations, and associated wiring and equipment to create a fully integrated, electrically supervised, and addressable fire alarm and emergency notification system capable of multi-modal notification through tones, strobes, and pre-recorded or live voice announcements. Key requirements include compliance with VA and National Fire Protection Association (NFPA) standards, submission of detailed shop drawings and product data, pre-construction risk assessments, infection control assessments, and comprehensive testing protocols. The contractor must also coordinate with existing mechanical and elevator systems, manage fire watch coverage, conduct TB testing verification, and provide training and warranty for the completed system. The solicitation is being evaluated on a low-bid basis, with award going to the lowest responsive bidder meeting all requirements. The bid due date has been extended to February 11, 2026, at 1:00 PM CST, with all submissions required in hard copy format delivered in person or by mail to the Great Lakes Acquisition Center in Milwaukee, Wisconsin. The RFI cutoff for the 117 published questions was January 16, 2026, with responses included in the latest amendment issued on January 23, 2026.

This solicitation is a 100% set-aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 236220. The project magnitude is estimated between $2,000,000 and $5,000,000, with a Period of Performance of 300 calendar days from the Notice to Proceed. The work must be completed during standard working hours of 0730-1630, with simultaneous work across multiple buildings permitted to facilitate efficiency. All workers are required to provide negative TB test results obtained within 90 days prior to work commencement, and flu vaccinations are mandatory through March 31. The contractor bears responsibility for commissioning coordination, firestopping inspections, ceiling tile and wood trim replacements, sprinkler contractor coordination, and all associated costs, including elevator controller tie-in fees. Performance will take place entirely at the VA Illiana Health Care System campus in Danville, Illinois, with prevailing wage rates as determined by the U.S. Department of Labor General Decision for construction projects in the region.
