About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 is seeking a contractor to replace an existing 6-inch sanitary sewer main pipe line under the Ralph H. Johnson Veterans Affairs Health Care System building in Charleston, South Carolina. The project requires replacing the pipe in sections to maintain continuous pumping bypass while removing debris, unused utility lines, and eliminating approximately 2,800 linear feet of asbestos-containing materials and 1,000 cubic feet of non-friable ACM insulation debris from the basement. Critical requirements include maintaining continuous operation of all medical center departments during construction, minimizing disruption to healthcare services, and obtaining approval from the Contracting Officer's Representative before commencing work. The original solicitation was posted on April 17, 2025, with an organized site visit scheduled for April 23, 2025, and proposals initially due by May 30, 2025, though the due date was later extended to June 30, 2025. Professional conduct is mandatory for all contractor personnel, with strict adherence to medical center policies and zero tolerance for tobacco use on VA property.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 236220 for Commercial and Institutional Building Construction. The contract was awarded to MEDPRO SYSTEMS LLC on June 30, 2025, for $1,988,888.00, placing it within the previously estimated range of $1,000,000 to $5,000,000. The project has a 365-calendar day performance period following the Notice to Proceed, with the overall contract period extending from June 11, 2025, to July 12, 2027. Work will be performed at the Ralph H. Johnson Veterans Affairs Health Care System located at Charleston, SC 29401, requiring careful coordination with ongoing medical operations. The contractor must comply with Davis-Bacon wage determination requirements and strict subcontracting limitations, with SDVOSBs limited to subcontracting no more than 85% of the general construction work to maintain compliance with set-aside requirements.
