About this file
This document contains Responses to Request for Information (RFI) for Project 534-19-101, Solicitation Number 36C24725R0080, related to a Veterans Affairs utility infrastructure project. The RFI responses address four key prebid questions regarding asbestos-containing material (ACM) removal and electrical infrastructure. Specific details include:
The responses clarify that approximately 2,800 linear feet of glovebag or wrap and cut insulation and 1,000 cubic feet of non-friable ACM insulation debris require removal and disposal. The material is confirmed as non-friable and can be abated following project specifications and SCDHEC Regulation 61-86.1. The fourth RFI question regarding power availability for grinder pumps is referenced to an attached electrical engineer's response in Solicitation Amendment Attachment 0001. The project involves replacing a sanitary sewer main pipe under an existing building at the Ralph H. Johnson Veterans Affairs Health Care System, with strict requirements for maintaining facility operations and professional contractor conduct.

Responses to RFI Project 534-19-101.
Solicitation: 36C24725R0080
1.) Prebid RFI#1: H101 Legend has hatched areas – “Old Original loose (lying on soil) non-friable ACM insulation debris to be removed and disposed of” Please provide approximate quantities of this material. When the DHEC permit is applied for, they will require an approximate quantity. This is also required for bidding purposes.
Response: Per Spec 02 82 13.13 – 1 (2,800 LF) of glovebag or wrap and cut < 6" diameter insulation with various ACM mastics (1,000 FT3) of old original loose (lying on soil) non-friable ACM insulation debris to be removed and disposed of as presumed asbestos waste.
2.) Prebid RFI#2: Survey lists Non-Friable in deteriorated condition. Will this need to be abated as Friable?
Response: The material is non-friable and can be abated as non-friable. The deteriorated means that the insulation was off or delaminated from the pipe. Refer to report and project specifications and drawings.
3.) Prebid RFI #3: If Friable abatement is required, it will be almost impossible to contain the area under the building. What will the requirements be for containment?
Response: Friable abatement is not required if contractor follows the project specifications and SCDHEC Regulation 61-86.1 Standards of Performance for Asbestos Projects. Refer to project asbestos specifications, general notes for requirements.
4.) Prebid RFI #4: Is there power available in the basement for the grinder pumps? Where is this located?
Response: See attached response from the electrical engineer. (See Solicitation Amendment Attachment 0001 labeled RFI - 4 Response)
